Hemphill Clarrene Brandt Hemphill, 52, died Jan. 5, 1987 at the Ashley Valley Medical Center in Vernal, Utah. Born Nov. 20, 1934 in Tridell, Utah to James Claren and Dorothy M. Anderson Brandt. Married Robert George Hemphill Nov. 16, 1954 in Vernal. Ver-nal. He died Feb. 18, 1983. She was a member of the LDS Church Vernal 4th Ward. She enjoyed farm life, animals and her family. Survived by father of Farmington, Utah; daughter, Mrs. Paul Dwain (Carla Darleene) Roy of Vernal; sisters and brother, Mrs. Ronald (Lola) Edrington of Vernal; Mrs. Bert (Mary) Cadwalader of North Salt Lake City, Utah; Mrs. Lula Jones of Sandy, Utah; Mrs. Lydia Rust of Morgan, Utah; Mrs. Larry (Lila) Bristol of Vernal; Mrs. Annabell Boren of Salt Lake City; Mrs. Ray (Jennie) Edrington of Whiterocks, Utah; Claren (Sonny) Brandt of Gusher, Utah. Preceded in death by mother and brother, Eldrith Brandt. Funeral services were held Jan. 5, 1987 in the Vernal Fourth Ward Chapel with Counselor Merlin Walker conducting. The family prayer was given by Claren (Sonny) Brandt. Prelude and postlude music was by Ruth Walker. The invocation was offered by Weldon Hall. Counselor Walker gave some remarks. A musical, "On the Wings of a Dove" was sung by Ron and Lana Walker. Leland McNeil was the speaker. Another musical, "Great Speckled Bird," was performed by Ron and Lana Walker. Lowell Long spoke, followed by a song, "I'm Headed for the Last Roundup," Round-up," performed by Ron and Lana Walker. The benediction was given by Bert Thacker. Pallbearers were Douglas Rust, Craig Jones, Cory Edrington, Kennie Edrington, Steven Bristol, Larry Larson Lar-son and Edward Brandt. Honorary pallbearers were Dick Hamilton, Ken Larson, Larry Bristol, Raymond Edrington, Edr-ington, Shane Frost, Bert Cadwalader, Ronald Edrington, Don Davis and nephews. Interment was in the Maeser Fair-view Fair-view Cemetery. Dennis Guymon gave the dedicatory prayer. The Vernal Fourth Ward Relief Society was in charge of the floral arrangements. Services were under the direction of Thomson's Vernal Mortuary. Pearl Preece dies in Craig Funeral services for Pearl Preece were held Jan. 2, 1987 at the LDS Church in Craig, Colo. Conducting was Bishop Craig Mortensen. The family prayer was offered by Sterling Cook. The opening prayer was given by Brian Preece. A hymn, "Walk Tall You're a Daughter," was sung by Paulette Bird and Deanna Preece. An obituary was read by Frances Lou Stubbs and an organ solo," Memories of You," was performed per-formed by Shelly Pinnt. Lewis Liv-ingston Liv-ingston was the speaker. Another hymn, "A Closer Walk With Thee," was sung by Jane Balleck and Donna Smith. The accompaniest was Ilobyn Richins. The closing prayer was given by Robert Trevenen. Pallbearers were Leroy Lawtoti, Donald Pinnt, Jim Beers, Fred Trouth, Hugh Secly and Thomas Told. Honorary pallU'arers were Pal Jones, Dick Hall, E.P. Monahan and Paul Bernard. Interment was In the Craig Cemetery. The dedicatory prayer was offered by Jack Jenkins. Louis Clifton Rasmussen L. Rasmussen dies in Nevada Louis Clifton Rasmussen, 60, died Jan. 6, 1987 in Las Vegas, Nev. Born June 23, 1926 in Vernal to John Ralph and Edna Corless Rasmussen. Married Reatha May Nielson Dec. 31, 1945 in Salt Lake City, Utah. She died Nov. 18, 1965. Married Dorothy Manning Man-ning Aug. 31, 1973 in Las Vegas, Nev. He was a rancher, veteran of World War II Marine Corps, member of the Jensen LDS 1st Ward. Member of the Utah Cattlemen's Association and National Na-tional Cattlemen's Association, charter member of the Jensen American Legion Post 124 and Veteran of Foreign Wars. Was a member of the Moose Lodge. Survived by wife of Jensen; two sons, Smokey Rasmussen and Ranee Rasmussen of Jensen; step children, Faron Dugan of Vernal; Cheryl Tun-cy Tun-cy of Rock Springs, Wyo., Billie Weathers of Ft. Collins, Colo., and Glenda Stubbs of Houston, Texas; nine grandchildren, three great grandchildren; grand-children; brother and sister, John H. Rasmussen of Las Vegas, Nev., and Mrs. Gladys Labrum of Vernal. The speaker was Louis Vincent and a final selection, "The Last Roundup," was sung by Dorothy Luck, accompanied accom-panied by Tex Ross. The benediction was given by Bill Rasmussen. Pallbearers were Bill Rasmussen, Colin Neilson, John Labrum, Dave Rasmussen, Val Labrum and Preston Graham. Honorary pallbearers were Arden Hacking, Bill Neilson, Joe Murray, Mur-ray, Jack Allred, Gary Snow, Scott Wall and Leonard Heeney. Interment was in the Vernal Memorial Park with full military honors by the American Legion. Daniel Stubbs gave the dedicatory prayer. The Jensen Ward Relief Society Socie-ty was in charge of the floral arrangements. Services were under the direction of Thomson's Vernal Mortuary. Proposed minerals rules are withdrawn The Utah Board of Oil, Gas and Mining Min-ing and the Division of Oil, Gas and Mining has withdrawn the proposed Minerals Reclamation Program Rules (Noncoal) from rulemaking. These include in-clude relating to small mining operations. After considering comments received receiv-ed to date, the Board and Division believe there are problem with the proposed rules, some of which result from problems in the Utah Mined Land Reclamation Act. The Board and Division are formulating amendments to the Act. These proposals will be presented to the Utah Legislature. The Board will continue to receive written comments through Jan. 31. Comments will also be accepted at the Board Hearing Jan. 22. Interested persons per-sons are encouraged to comment. The Board and Division appreciate public participation, The objective of the Act is to maintain a viable mining industry in Utah while minimizing undesirable effects on the environment and protecting protec-ting the citizens. 1 7-- 7 4 i-iOt L J I : Margaret Elsie Palmer Margaret Palmer dies at age 86 Margaret Elsie McKee Palmer, 86, died Jan. 11, 1987 in Chula Vista, Calif. Born Aug. 11, 1900 in Jensen, Utah to William and Emily Aurelia Markham McKee. Married Clarence Weldon Palmer Sept. 2, 1931 in Manti, Utah. He died June 3, 1986. She was a homemaker and school teacher, counselor in the Naples Ward Relief Society, Young Women's President, Presi-dent, Sunday School and Primary teacher. Was a member of the Uintah Stake Relief Society Board and visiting teacher. She attended BYU and USAC (Utah State University) where she received a "normal" degree and taught elementary school for 26 years. She taught for 20 years at Central Cen-tral School. Survived by daughter, Mrs. Robert (Claire) Nuttall of Chula Vista, Calif.; foster son, Lyndon Britt of Tempe, Ariz.; granddaughters, Cristine Holdaway of Cucamonga, Calif.; Emilee Doney of Provo, Utah; Eileen Ryan of LaMesa, Calif.; great grandchildren, grand-children, Catharine Holdaway, Laurel Holdaway and Douglas Holdaway; brothers, Harvey and Harold McKee, both of Vernal. Preceded in death by brothers and sisters, Mary Lloyd, Ray McKee, Aurilla Gerber, Sarah Smith and Lynne McKee. Acting Assistant Secretary for Water and Science, Wayne Marchant, has announced preliminary spending plans for Bureau of Reclamation construction con-struction projects in fiscal year 1988. "The President's Budget proposes a $98 million increase for Reclamation's construction program. The figures which we are presenting emphasize the timely completion of Reclamation projects which are already well along in construction," Marchant said. "By taking this approach, we will ensure water delivery and repayment on several major projects as rapidly as possible.
