Show Picketing Brings Action Student Affairs Passes Ruling On 'Challenge' Demonstrations By MARGARET LARSON Chronicle Staff Writer "We feel that dissent and differences are best expressed at a University Uni-versity on the platform rather than through demonstrating," suggested a ruling passed by the Student Affairs Committee Wednesday at a 4 plh, meeting in Union 311. THE COMMITTEE met in anticipation of student dissent during next week's "Challenge." Although the University "prefers express.on of dissent in other forms," the committee set forth rules which are to be followed in the event that picketing or any other forms of demonstration demon-stration occur at any time on the U. campus. The ruling read: 'Should bonafide members of the University community com-munity either as individual students or recognized student groups, wish to express their dissent by other means, the following rules are established. picketing or demonstrating must be connnea 10 me caichui of buildings. 2. Picketing or demonstrating must be orderly at all times and in no way jeopardize public order or safety or interfere with the University's Uni-versity's programs. 3. Picketing or demonstrating must not interfere with the entrance en-trance to buildings or the normal flow of pedestrian or vehicular traffic. ! 4. 'Students involved in picketing or demonstrating may not interfere by mingling with organized meetings meet-ings or other assemblies for the purpose of harassment, since this invades the rights of others to assemble and the rights of speakers to free expression. 5...PICKETTNG or demonstrating may not occur on the exterior of University buildings where it interferes inter-feres with the integrity of the classroom, class-room, the privacy of the residence halls, or the special needs of the hospital, Health Service, etc. 6. Pickets may not exhort others to join in the picketing, nor harass passerbys nor participants ii any University program: 7. There will be no. damage to property. 8. Placards or signs must not be defamatory or libelous and may not be taken inside buildings, nor are the premises to be littered. 9. Cooperation with University officials and campus security officers offi-cers in the enforcement of these rules is expected. THE COMMITTEE reaffirmed its commitment to the maintenance of a climate of freedom on the campus. cam-pus.
