Show Board against split base By I KK WARNICK Record Kditor HEAVER A resolution opposing split basing of the MX Missile system was approved by the Four County MX Policy Board Feb. 25. With the resolution, the regional group made clear its desire to have all 200 missiles and approximately 4,600 shelters in the proposed system based in Utah and Nevada. One ol the options now available to the Air Force is to split the basing between Utah-Nevada and New Mexico-Texas. Under such a plan, operating bases would be located at Coyote Springs. Nev., and Clovis Air Force Base. N.M. The board expressed concern that split basing would result in missiles still being placed in Utah, but the area would receive none of the long-term economic impact of an operating-base. ! ' Review almost done' ',J;' ' Policy Board Coordinator Ralph Starr also told the group that by Friday of last week, the local area's contribution con-tribution to the Dral't Environmental Impact Statement would be completed. Starr said the citizen's advisory group reviewing the document was to have met Thursday and Friday at Brian Head to finalize their work. "We've had 40 to 50. people actively working on the review process," Starr said. "We feel pretty good about the quality and level of participation we've had." In another item, Alex Mansour. regional director of the Utah Department Depart-ment ol Transportation, updated the Board on a stud he is in the midst of preparing. Mansour commented on a road im pact report prepared by the Federal .Government, saying it had largely left out two roads he feels will be heavily impacted In MX -State Route 130 from Cellar City to Minersville and State Route 1H between Beryl and St. George. Mansour went on to say he feels major improvements will need to be made on every road in the area except Interstate 15 to handle MX-produced ' traffic. "While on the surface they look adequate," he said, "they are really lacking in structural strength. If we get a lot of trucks on them, we'll be in trouble." Mansour estimates 60 percent of the county roads in the four-county area will be impacted by the MX system. The UDOT official said his department depart-ment leels a study ol county roads in the region should be taken.
