They had told the Sheriff to make that cut at the November meeting, but it had been misunderstood The Sheriff's budget ran well over last year, particularly par-ticularly the jail, which averaged av-eraged six prisoners a day, the largest capacity ever. The only deviation from an otherwise tight budget Is $25,000 for a used computer The Commission hadearlier agreed to budget $5,000 for a used computer from Juab County. However, Clerk Helen Hel-en Christiansen and Treasurer Treas-urer Rondo Farrer told the Commission that installation and programing would bring the total to approximately $24,000, and they felt it was necessary to have it installed and programmed correctly. Asked if the computer would cut manhours, and how much in each department, neither Farrer or Christiansen Christian-sen would guarantee that this would happen. However, they argued that it would save time for other work that needed to be done, and would give better accounting procedures pro-cedures arid records so that the county would benefit in those areas. Once again most of the $212,000 in -lieu tax money was placed In County Roads. Since the beginning, in -lieu tax money has been used mainly for capital improvements, improve-ments, Instead of operating capital as in most counties. This has allowed Beaver County to upgrade equipment for County roads, and at the (Continued on Page 2) The Beaver County Com -mission spent most of the day working on the 1982 budget bud-get and then went into a public hearing that night that lasted until 10:00 p.m. in an effort to cut the budget to $1.7 million. mil-lion. The biggest slashes came in the Sheriff's budget where they cut a reauested new deputy, and an automobile for the same. Sheriff Cartwright had met with the Commissioners Commis-sioners earlier in the day with his revised budget requests, re-quests, cutting to $179,644 from his original request of $193,440. The final cuts brought the Sheriff's Dept. to $146,624 with Commissioners Commis-sioners Pryor and Jefferson Jeffer-son voting to cut the deputy and Johnson voting against. However, Johnson while feeling that another deputy was justified, he also agreed that adding a deputy would make a metro county department depart-ment more difficult to sell to the muncipalities since it would probably mean that a reduction would have to be made later. Generally, the budget is fairly tight, with a five percent per-cent across the board raise in most departments.How-ever, departments.How-ever, the County picked up all the health insurance premiums pre-miums for employees last year, which If included would bring the raise to eleven percent. They also cut the jail revenue rev-enue by reducing prisoners D. Roads. They said the Forest Service would close the old Puffer Lake road if the County doesn't take over after the new state highway is completed.Other Class D roads were discussed dis-cussed and the Commission requested the Forest Service Ser-vice call a public meeting for discussion after the Commission has a chance to get a feeling of county residents on dropping any Class D roads. Arlan Jensen and Jay Carlson, BLM discussed the EIS on grazing for the planning plan-ning unit of Beaver - Iron and Washington Co. They said the EIS will be completed com-pleted in October 1982 and released for comment. It was started two years ago. Bids were opened on painting paint-ing the Courthouse walls, with Blair Osborn bidding $4,190 and Glen Jablonskl bidding $1,850. After some discussion it was decided to give Jablonskl the contract con-tract providing he post a surety bond for $1,850. In the public hearing to open the budget, it was moved to increase salaries and benefits in all departments by a congregate of $24,394. Raises in health insurance, and the decision to pick up the total premium for all employees, pushed all departments de-partments over their 1981 budget. He said Beaver's new fire truck will be delivered this week. Grimshaw questioned if it would be in line to loan an . old truck to Mt. Holly, if they would train and man it. The response time is too long from Beaver. Jefferson noted that under the conditional use permit issued for Mt. Holly, the county is not responsible for fire, schools and other services. The DUP reported that Alta Hickman had resigned as chairman of the courthouse court-house project and requested $1,000 for a caretaker during dur-ing the summer. A letter of thanks was authorized to be sent to Alta Hickman for her service to the Old Courthouse. HERE'S . If, the funds are cut off, there should be no drastic increase in taxes, as most counties would be faced with. Supt. Chairman Johnson saidthe Commission felt that they needed a deed to part of the land, so tax payers would feel they had bought something. some-thing. However, the School Board was reluctant to give the County a deed, but agreed to a use agreement of the parking lot, which stipulates that the parking lot could not be converted to something some-thing else with out Commission Commis-sion approval.
