Hansen told the Council of Defense at their quarterly meeting that service on the Council has been his most frustrating experience as Attorney General during the past four years because: (1) The Council has no viable plan to provide for protection of Utah citizens in the event- of nuclear attack at-tack which occurs without at least three days prior notice. (2) The Council has no such plan because of the national policy to relocate the civilian population after a nuclear attack appears im - minent but does not occur until several days there- 1 after; f (3) The public has not been made aware of these facts; (4) The Council has ot succeeded in persuading Mt. Bell or any other telephone companies in Utah to include emerge'ney instructions in their publications; (5) The Council has ot coordinated the plans it does have for nuclear attack with J private organizations which f will play a major role in J the event of a nuclear at- I tack. 1 The October 16th meeting meet-ing was Hansen's final meeting meet-ing as a member of the Council of Defense. He criticized the two bills proposed by the Councll.One because it reduces the Council Coun-cil to an advisory function only; the second because it is unconstitutional in providing pro-viding taxpayer funds for the benefit of private indi- f viduals and possibly private corporations as wel , in the event of natural or man made disasters without proposing propos-ing to amend the Utah Constitution Con-stitution to make such assistance as-sistance legal. |
