One must consider inertia, ennui and com -placency on the part of your readers as well as lack of any published set of standards stand-ards by which a "Beautiful Person" is named or nominated. nomi-nated. I don't mean to be critical, for I will fully endorse your statement that there are many who deserve notice, but I do think it's a low blow to blame me for evident lackof interest. This seems to be true with regards not only to B.P., but other local and civic matters as well. It's always easier to "Let George do it" until one's own oxen is being gored! They must live in Beaver County, and must be submitted in writing, with an explanation of what makes them beautiful, enough so we can write about them . We believe that beauty lies in the eyes of the beholder. Since most of us present different sides of our nature under different circumstances, cir-cumstances, what is beautiful beauti-ful to one, may not be seen by another. In other words, the meanest mean-est old grouch in town, may have a beautiful side to him that you and I never see. But if someone else sees it, and submits him as a candidate for "Beautiful Person" that's all that is necessary. As for inertia or complacency, com-placency, we have almost daily, someone tell us, "I've got a "Beautiful Person" for you, but I've got to write it down, or bring it in." Others just say, so -and so would be a good "beautiful person" candidate, expecting ex-pecting us to take it from there. Since it is a people's column, we hold that they can at least write down why the individual is beautiful and we'll be glad to rewrite it or polish it for publication. "Red" Mr. John S.Williams Executive Director Five County Association of Governments St. George, Utah Dear Mr. Williams: In the spring of 1967, the fencing of Utah Highway 21 from Minersville to Milford was to be done under a Cooperative Co-operative Agreement between be-tween The Utah Highway Department, the Bureau of Land Management, Beaver County, private property owners, and Bureau of Land Management permittees. The Highway Department was to furnish $11,000.00 worth of fencing materials; the county was going to install in-stall gates or cattle guards for the roads approaching the highway; the Bureau of Land Management was to do the engineering and supervision, and the owners and per-mitees per-mitees were to provide labor 'for installation of the fence. On two other occasions, an attempt was made to resurrect resur-rect this project, however, as you are aware, nothing has happened. This department is still willing to participate in fencing this section of highway high-way in accordance with the original agreement. Since costs have increased dramatically dra-matically during the years, it would probably be necessary necess-ary to go with more critical sections first and do the remainder in the next Fiscal Year.
