Almost all civil and criminal actions begin in the ffl local justice court. A court which requires integrity, common sense, fairness, compassion and a basic feeling of welfare for the community and the indi- 55 vidual. He be- w lieves in the work ethic, particularly in cases of vandalism, and misdemenors, j jjj in which incarceration, or fines have little deterrent value for repeated of- j k fenses. j He believes that the cost of the Beaver Precinct Justice Court can be ffi greatly reduced with a justice who will devote the time and effort and carry J a full work load himself.
