Hatch (R-Utah) voted for the Civil Service Reform Act of 1978 (the same measure passed 87-1). Sponsors of the act said it seeks to provide a more productive bureaucracy, through individual performance perfor-mance Incentives, broader management flexibility, and reduced red tape. The bill also contains stipulations aimed at protecting employee em-ployee rights and providing stronger safeguards against political abuse of the merit mer-it system.
