Show Speech draws Ovation from mixed croud (Editor's Note: The sound judgement and thinking displayed dis-played in this speech by Iron County Commission Chair-. Chair-. man G. D. MacDonald was too good to be wasted on the 125 or more people attending attend-ing the meeting of the Governor's Gov-ernor's Advisory Council on Comprehensive Health Planning Plan-ning last Thursday. Mr. Chairman, members of the panel, distinguished visitors, ladies and gentlemen: gentle-men: Good evening. When I wa s asked to participate on this program, my first reaction was to refuse because be-cause this type activity is not my line. But then I decided de-cided I was not too far over the hill to learn something. I have reviewed public law 93-647 covering today's subject sub-ject and the parent law 93-641, 93-641, National Health Planning Plan-ning and Resources Develop- ment Act. They are typical of the verbage coming out of Congress today. Terms are ambiguous and abstract. I. am usually suspect of this type legislation because too much of it is unnecessary. The terms, health and welfare, wel-fare, are used to cover all sorts of legislation really intended to be campaign fodder. fod-der. However, in the instant case we are dealing with laws already in effect, and it behooves us all, particularly particu-larly elected officials, to be objective and to apply the laws properly. This will take planning, and good planning. There are areas that do need particular attention from some branch of government: govern-ment: such as the care of many of the aged and disabled dis-abled not the lazy; and the protection of orphaned or abused children not adult juveniles. I think the law should be very severe on parents who abandon and neglect ne-glect their children. I find it very hard to be tolerant toward completely irresponsible irrespon-sible people who continue to spawn and leave children to exist on tax supported welfare wel-fare programs. It is hoped P.L. 93-647 will not duplicate services and tax expense. From somewhere some-where I received an edition entitled "1975 Catalog of Federal Domestic Assistance", Assist-ance", which is 8 12 in. x II in. x 2 in. thick. About half of the book deals with subjects covered in Public Law 93-647. I wonder if any of these laws have been repealed re-pealed or the programs suspended. sus-pended. I do not think it appropriate ap-propriate for any agency of government to spend tax (Continued on Page 2) Without tolerance and cooperation co-operation these programs cannot be properly planned and implemented. It is hoped local county and city governments will be allowed to actively help administer the needed programs, and help eliminate elimi-nate or not start unnecessary programs. The attitude exists ex-ists that if we do not use these grant monies, often on make-work projects, that someone else will get the dollars. This attitude is inexcusable. in-excusable. The continued blanket application ap-plication of all the so-called social programs with the attendant, frustrating bureaucratic bu-reaucratic regulations is inhibiting in-hibiting the initiatives of the people, and is cultivating attitudes at-titudes of complacency and laziness with the social ills that accompany such attitudes. at-titudes. I do not want to appear completely negative on the subject of social services. Many such services can only be provided by government and are needed. But people should not be led to believe that government can provide : everything just by throwing money at the problem. I do not like what has happened hap-pened in this country during the last forty years. The almost complete costly socialistic so-cialistic takeoverof our government gov-ernment at all levels. I particularly par-ticularly don't want to see complete socialized medicine. medi-cine. I'll probably .only make a small splash, but I intend to resist the trend if at all i possible. I believe the sponsors of these all encompassing social services, wherever they are, know that not all of us agree with this approach. ap-proach. I am not so sure the sponsors will be tolerant with those who disagree. After Af-ter all, each of us has a perfect per-fect right to our opinions. |
