Show HOME RULE AT SANTIAGO. Old Resident Appointed Mayor and Offices Filled by Cubans. Santiago de Cuba, Nov. 26. Some time ago Major McLeary, whom General Gen-eral Leonard Wood has appointed maj'or of Santiago, requested to be relieved re-lieved of his maj'oralty duties and to return to his military post. The request re-quest was granted yesterday. In the opinion of General Wood it is preferable prefer-able to appoint to the mayorality a' civilian acceptable to the Cubans, and he has appointed as Mayor McLeary's successor Senor Bacardi, an old resident. resi-dent. He is anxious to give the mayor as much authority as is compatible with military jurisdiction. The new mayor will conform to General Wood's ideas, which are to give the Cubans every opportunit' to show themselves capable of self-government. The first official act of the mayor was to discharge the entire clerical force in the mayor's office, and to employ em-ploy Cubans who had served in the war. He will shortly issue a manifesto to the effect that he intends encouraging encourag-ing the city's development, and giving employment, as far as conditions will permit, to worthy persons. He will promise to look closely to the general interests of the comarunity, and will call upon all Cubans to obey the law, and thus promote the prosperity of the country, and to insure the happiness of its people. General Wood has high hopes of this first attempt at civil gov. ernment under Cuban control. |
