Show Representative Walter K. Granger Sends News From the U. S. Capitol Agricultural Appropriation Bill, which contained a controversial appropriation for the Farm Security Se-curity administration: If the bill is agreed to as it now is written, the present FSA will be eliminated elimin-ated and the functions heretofore carried on by Farm Security under un-der the Secretary of Agriculture will be transferred to the War Food Administrator Chester Davis. This does not mean that the present pres-ent machinery set-up by Farm Security will be discontinued, but leaves it an administrative problem prob-lem for the War Food Administrator Adminis-trator to carry on with its functions func-tions limited and its appropriation decreased. School Lunch Funds National Youth Administration: In the same appropriation bill is an appropriation of $50,000,000 to carry on the school lunch program. pro-gram. If the action of the House is final on the War Manpower Appropriation Ap-propriation bill, including labor and the functions of National Youth Administration, which was recently passed by the lower body, it will mean that NYA will be discontinued. It is thought very likely that the Senate will restore the appropriation for NYA or enough of it to complete now-existing now-existing training programs. Newspaper Advertising: Legislation Legis-lation now pending concerning which there is considerable interest inter-est is a bill authorizing the Federal Fed-eral Government to pay newspapers news-papers for government advertising that newspapers have heretofore been carrying without cost to the Federal Government. There is the opinion, originating mostly from the large press, that to pay small country newspapers for this service might subsidize the press to the extent that it would cease to be a free press. The other view is the contention that the small press should not be expected ex-pected to print free government publicity that is necessary information infor-mation for the general public. It is further contended, because of the war that has necessitated so many war activities, that because of a shortage of manpower and other costs the small press should not be called upon to perform this service free of charge. Congress plans to recess: It is contemplated, beginning on about July 10, that Congress will recess until September 1st, of course, with the understanding that should any emergent situation arise, members can be called into session ses-sion immediately by the presiding authority of the respective bodies. |
