While this has been helpful in staving off starvation and despair it is admittedly only a makeshift, justifiable only because be-cause of the nature of the emergency. emer-gency. P. W. Litchfield, able president of the Goodyear Tire and Rubber company, made a proposal recently re-cently to the Southern Division of the United States Chamber of Commerce that is far-reaching in its social significance. He proposed pro-posed a national unemployment insurance plan that would cushion cush-ion the shock of sudden widespread wide-spread unemployment. Employees Employ-ees and employers would both contribute to the plan in good times, making unnecessary thf use of public funds in bad times. Administration of the plan wrould l)e in federal hands. Why not use the same principle to stave off the ill effects of unemployment? unemploy-ment? The sound common sense ol the suggestions are found in tht efforts to eliminate the untold misery, the frantic appeal for charity funds, the vicious circle of reduced buying power and increased in-creased unemployment that a recurrence re-currence of the collapse of 1929 would bring. ! Mr. Litchfield recognizes the i difficulties of his task. He suggests sug-gests the appaintment of a commission, com-mission, composing the best talent tal-ent of the country to study what has already been done in this field and evolve a working plan I from these findings. This would I show industry at its best. ! Recent trends indicate a very friendly interest in the proposals, and it. would not be surprising if president Roosevelt got together to-gether with Congress and created such a commission. |
