this fall to replace all old double double desks these are not ye yet t paid pa n thin ethlynd land fund will not quite pay all outstanding accounts however the remarkable thing Is that even more has been accomplished with this money than was planned or thought possible at the time of the bond bona issue while it has been a great responsibility and very trying at ti times mes the results are satisfactory as indicated by the following from the states state s and this districts architects salt lake city oct 23 1918 board of education uintah school district vernal utah gentlemen AP AF the last inspection trip which wa made to the uintah tah school district practically terminates the business relations we have had with you for the last year and a halt half we feel that it would be proper for us to give expression to some of the observations we made during the time we were E connected with your district in our capacity as architects when we first learned that the people of the uintah school district had authorized the issuance of bonds for the purpose of improving and increasing their school buildings we naturally called upon you in your ca capacity parity as members of the board of education on whom the people of your district bad imposed the responsibility of administering the affairs of their school system and we very well recollect the first impressions we received during this interview on making your acquaintance we realized at once that whatever you decided in the mattey matter of engaging an architect tor for the contemplated building operations would be dictated by one desire namely that of obtaining the best possible results for ane uintah school district the fact that you succeeded in this your paramount purpose la is best beet illustrated by shenew buildings which have hava just juat been completed and by the improvements and additions 0 to the old buildings valca britch lave have been made briefly stated the building operations which required ser services vices viLes and which were our direction ai consisted ot of the following vernal school bollet room and boiler room additions and modern but and ventilating system maeser school same ame ua as vernal ernal v central stennett school I 1 awo wo room addition to old two room building union school new mew tour lour room building lapoint school new four room bul bullying luing school new lour room roola building alta alia school new four room building dry kork fork school new two room building independence school new two room building it these buU dings were all grouped together as we find them on a college campus for instance they would make quite an impressive aggregation scattered however as they are in ili the various parts ot of your somewhat undeveloped inland empire they stand as monuments to the tact fact that the people of 0 the uintah se school hool district in spite of the unfavorable conditions which thea the have to con with in some respects ney nevertheless erlend are determined to give their children the benefits and bles blessings sinks or of true education which forms the very foundation of our future existence as a self governing people krom the stand of general planning and lighting etc all of the new buildings are fully up to the most exacting modern school standards and agreeable with the requirements which you laid down at the very outset they are of a type which beadily lends itself for future additions in tact fact the present buildings are merely a unit of tile the complete ultimate buildings which will undoubtedly be required in ili the near future in some sections of your district in order to meet the demands of your rapidly increasing population As far as construction Is concerned the buildings are of good quality and the district has received value tor for every dollar which was expended in this respect you have been more fortunate than some school districts that we As know of which have lost several thousands of dollars through the simple tact fact that the actual construction work was as not frequently inspected during the progress of the buildings apparently you realized irom from the very start the importance of 0 thus care lully supervising the work on each building and inasmuch as your country is one of magnificent distances you also realized that in order to this it was aas absolutely imperative that ou have quick means of conveyance and you therefore provided yourself with an automobile ahe money expended on this however has come back mani lold on this item of supervision alone as it has enabled you to make more frequent tre quent inspections of each job and you thereby could detect and order removed an improper or detective materials and workmanship before batore the buildings had progress progressed eq too loo far to make the removal of defective work impracticable in looking over the final accounts we notice the very significant fact that the average cost per class room in the new buildings was only very slightly in excess of 0 2500 00 this a about the amount this character of school buildings usually costs in ahe he most blost thickly settled parts of the state where both labor and materials are readily available and consequently comparatively cheap whereas in our district both skilled and unskilled labor and materials of all kinds are very difficult to obtain and consequently abnormally high and s some like portland cement tor for instance are almost prohibitive jt it will therefore be at once apparent that the cost at which your new buildings were built Is the result of tile the most painstaking and judicious expenditure of the funds of the die brict owing to the abnormal conditions aich have existed during the last few years and also certain rises in the cost of materials and labor which occurred after the contracts were et the contractors who undertook the construction of the various buildings were placed in a unenviable position and much to our regret r one firm had to assign due to the these and other causes assignments of this character frequently cause all sort of trouble litigation and in most cases expense and ultimate loss to school districts but owing to the businesslike business like manner in which you handled these matters no loss was suffered from these difficulties it was during the lengthy conferences which were necessitated by some ot of these trying conditions that we became more fully aware of the serious responsibilities which are imposed upon you as aff members of the doard of education and also at hat a great sacrifice of valuable time and your own lute inte its you attend to these public duties the pro tess lonal work of architects naturally brings them in contact with men ot of affairs both in public and private undertakings but we must say bay in justice that the business ot of the aln tah school district during our acquaintance with same has been managed in as liko and conscientious ious a me manner uner as aa any we have over ever seen during a professional |
