Show the president reconsiders considers re his views in relation to bounties washington jan oth the president sent a message t to congress gress today to day recommending r that tho joint resolution approved dec prohibiting after the ath of jan payment of bounties to volunteers as now practiced by the war department to the extent of in each case be so modified as to allow bounties to be paid as they now nour are at least until the 1st ast of february the president says that executive approval was given to athe the resolution but now by closer attention and fuller knowledge of the facts he feels constrained to recommend a re considers tion of the subject the secretary of war in a letter accompanying tile the message says although much difference of opinion exists in respect to the payment of bounties and the system of raising an adequate force by a draft yet it is certain that whatever may bo be the weight of argument or the influence of individual opinion a large portion af pf the people of every state prefer the method of contributing their proportion of the military force by bounty to volunteers rather than by draft |
