tion 2 tile the public school shall include kindergarten schools common eoin inon schoon schools consisting of primary und land granit grammar nar guides grades high schools tin nn agricultural college a university and such other schools as the legislature may establish tile tho common schools shall bo free the other departments of thu the system shall be supported us BB provided by law section 3 tile the pro coada cOAd of nil fill lands that have been or may bo be granted by the united states to this state for the support sup ort of tile the common schools the ilia pr proceeds ceede of all property that may accrue to tho lie state slate by escheat or forfeiture till nil un unclaimed aimed sharps shares and dividends of any corporation incorporator under tho the laws lawn of this state tile the proceeds of tho ilia stile sale of timber mineral or other property from school and state lands other than those granted for specific purposes nid and five per r of the net list proc bo distributed among anat t tho ae several school districts according to tile tho school population Opu lation residing therein provided that all funds derived from froin tiny state tax for high schools shall be apportioned tho several cities and school districts according to the attendance at tile tho high schools therein but no city or district shall bo be entitled to any part of tile the fund domed derived from the state tax for high schools unless tho the high school therein is maintained upon tho the standard and for the period during the year that may be fixed by tile the state stata board of education section 4 1 tile the secretary of state is directed to submit this proposed amendment to the electors ot of the a state at the next general election in the manner provided by enacted by the ilia legislature of tile tho state of it utah two thirds or of all the members elected tu to each of the two houses concurring therein section 1 that it is proposed to amend section 7 of article arciclo XIII of the constitution of the state of utah so that tile tho same will rend read as follows 7 the rate of taxation on property fr for state purposes shall never exceed eight wills mills on each dollar of valuation to be apportioned as follows not to exceed four and one half milla on ench dollar of valuation for general state purposes pur poRes not to exceed three mills on ouch each dollar of valention tion for district i chool purposes purpose not nob to exceed one holt half mill on each dollar of valuation for high school purposes that part of the state tax apportioned to high school purposes shall constitute a fund to bo be called the high school furd fund and shall be apportioned to the cimias and school districts maintaining high schools in the manner the legisla
