Ho was born In Hagorstown, Md., Just 62 years ago, and was graduated from tho Unltod States Naval academy in 1867. Ho has had a long nnd creditable career In all branches ot tho naval establishment, including tho coast survoy, in southeastern Alaska. From 1889 to 1893 ho was hydrogrnphor In tho bureau ot navigation, and from 1897 to 189S iasur SlHfcPS$t bo 1,01(1 tno responsible position ot chlof of tho bJRBJrl offlco of naval Intelligence. In tho early part BK1n o the Spanish war ho was a membor of the sJSwB war and Btrategy board until May 1, 1898, when 'KWvYy ho was placed in command of tho United States ship Bancroft. Ho nttorward resumed charge ot tho ofilco ot naval Intelligence until 1900 Whon ho was assigned toduty ub naval attache at tho United States embassay nt London, where he remained for three years. He was then placed In command com-mand of tho battleship Wisconsin on tho Asiatic station, and brought that vessel homo to tho United States. For tho past thro ytars ho bos been president of the board of Inspection and survoy engaged in the trial of warships constructed slnco that dato In May, 1886, whllo holding tho rank of lieutenant, ho was married to Miss Mary E. Miller, daughterlof tho lato 8onator John F. Miller of California, He Is a membor of the Metropolitan, Country nnd Chevy Chaso clubs of Washington, and of tho Now York Yacht club and of tho University club o Now York. |
