That it is proposed to amend Section I, of Article VII, of the Constitution of the State of Utah as follows: SECTION 1. The Executive Department hall consist of Governor, Secretary of State, State Auditor, State Treasurer and Attorney-General, each of whom shall bold his office for four years, beginning on the first Monday of January next after his election, except that the terms of office of those elected at the first election shal1 begin when the state shall be admitted into the Union, and shall end on the first Monday in January, A. D. 1901. The officers of the Executive Department, during their terms of office, shall reside at the seat of government, where they shall keep the public records, books and papers. They shall perform such duties as are prescribed by this Constitution and as may be proscribed by law. SECTION t. Constitutional Amendment No. 2 A Joint Resolution Proposing an Amendment to Section 19, of Article VII, of the Constitution Relating to Governors Appointive Power and the Filling of Vacancies in Certain Offices. (Superintendent of Public Instruction.) Be It resolved by the Legislature of the State of Utah, two-thirof all the members elected to each house concur- ring therein: HIGH SCHOOL FOOTBALL Now that Duchesne has a high school in a fine new building all its own it seems time to organize high school football. Though it is pretty late to start this year, high school football teams cannot be built in a day, and a start this year, though late, would help get the ball rolling for a successful team next fall. Football is one of the best connections possible between a student body and the townspeople. The town in general and even many of the parents themselves may go through the year more or less oblivious of what the students are doing, but let the students build up a good football team, and have some outside school come to threaten their ability and half the town will be out to lend its support- and in so doing will be established a connecting link between the students and and the townspeople which will continue and have its effect throughout the school year. Football has for years and will doubtless continue to be the greatest of all school sports. It teaches coordination of brain and muscle. It builds determination, stamina and that quality politely described as intestinal fortitude. It installs loyalty and school spirit, and above all it teaches teamwork, illustrating more clearly than any other sport the benefits of coopera-atioand united effort, and the ability of the blunders of one to undo the efforts of many. These lessons, so valuable in life after school where the same interdependence exists are indeed valuable to the play ers who learri them and to the fans who become even slightly acquainted with them. That It Is proposed to amend Section 10, of Article VII, of the Constitution of the State of Utah, as follows r SECTION 10, The Governor shall nominate, and by and wUh the consent of the Senate, appoint all State and district officers whose offices are established by this Constitution, or which may be ereated by law, and whose appointment or election is not otherwise provided for. It, during the recess of the Senate, a vacancy occur in any State or district office, the Governor hall appoint some fit person to discharge the duties thereof until the next meeting of the Senate, when he shall nominate some person to fill such office. If the office of justice of the supreme or district court. These exemptions shall accrue to the benefit of the users of water so pumped under such regulations as the legislature may prescribe. The taxes of the indigent poor may bs remitted or abated at such times and in such maner as may be provided by law. The legislature may provide for the exemption from taxation of homes, homesteads, and personal property, not to exceed $2,000 in value for homes and homesteads, and $300 for persona) property. Property not to exceed $3,000 in value, owned by disable persona who served in any war in the military service of ths United States or of the State of Utah and by the unmarried widows and minor orphans of such persons may be exempted as the legislature may provide. The legislature shall provide by law for an annual tax sufficient, with other sourest of revenue, to defray the estimated ordinary expenses ot the state for each fiscal year.
