From tho standpoint of tho community com-munity as a whole, competition can only bo justified when a new company would furnish equal or better service ser-vice at an equally lower rate, and contlnuo to do so throughout the period pe-riod of Its operation. The history of rate-making by tho Independent Telephone Tele-phone companies would seem to indicate indi-cate that their initial rates have been established without sufficient knowledge knowl-edge or proper consideration of tho condltons and requirements of the business. Nearly all of tho Independent Independ-ent companies, after a few years' operation, oper-ation, openly avow tho necessity for Increasing their rates. (Signed.) ECONOMIST. |
