Show I PERNICIOUS COLLECTION AGENCIES. AGEN-CIES. A collection agency may bo a beneficial bene-ficial tiling In a community, liowovor unpopular It may become. No one has more reason to look for aid In the mat-tor mat-tor of collecting Just duos than the printer, uecauso somo otherwise good people are negligent as to such things. Everybody ought to pay his obligations If able, and If not able, then to make tho best arrangement regarding a future fu-ture adjustment that ho can; but everybody doesn't do such things and thoroforo a llttlo pressure, adjusted to circumstances and tho nature of the case, Is sometimes not only permissible permissi-ble but necessary. Howover, there can bo no excuse for collectors to go out-sldo out-sldo tho provisions of tho statutes, and when this Is done such persons become criminals, tho same as other law-violators, no matter how well-founded the cause of action. In this city are several collection agencies, 6no of which In particular has ben hauled Into court many times, Its conductors havo been lined and sentenced to Imprisonment, and yet it continues in tho same way undisturbed except for tho now-and-then incidental application to tho District court for redress re-dress of somo ono who would rather fight than surrender to Illegal exactions I and these are not numerous. Most I people would rather pay than bo liar- I assed, nnd therein Is tho Illegal collec tor's chief reliance. The concern spoken of has a justice of tho peace in a neighboring precinct as nn annex and In the hitter's oillco, operated by telephone and otherwise i from headquarters here, Judgments are mado in a shameless manner. They nro chiefly by default and given without with-out ovldonce, which tho law Is strictly against, nnd in this respect the defendants defend-ants havo a sure remedy. It Is against i the law also to suo a person outsldo tho precinct In which ho resides, with two or threo executions, which have I no application hero; but, as to that, It ho has been properly served with summons sum-mons and wilfully defaults, tho District Dis-trict court holds that tho Judgment Is valid. This makes It apparent that the next legislature should reform the law. Tho wholo business Is rank and Is a re-I re-I flection on tho community such as does I not exist and would not bo tolerated In any other law-abiding, Intelligent place. Tho daily papers have nothing to say against tho concern or Its practices, only publishing tho fact when some fighter places tho matter In tho District Dis-trict court where the proceedings 01 ' the agency and its annex are Invari ably quashed with costs for tho rea-11 rea-11 son that said agency advertises liber ally with them and they might lose . that amount of patronago by exposing ! tho rottenness of tho agency's moth- i ods. It Is different here. Patronage ! or no patronago, abuses shall not go unnoticed. |
