Show 6 VpsVfJirMPA'NPGO.S'TIMES; March9,2011 ' - ' ' " SB -- zizziii PG City Council Takes Action to Close Portion of 600 South In action taken March 1, 2011 by the Pleasant Grove City Council, the access to 600 South from 300 East will soon be closed permanently. It was noted that the prox-imity of State Street to 600 South between 350 East and 300 East also poses safety con-cerns for motorists attempting to turn in and out of 600 South. UDOT plans to widen 300 East as it approaches State Street (US 89) to allow for a double left turn lane onto State Street, which would fur-ther complicate access to 600 South. By agreeing to this request, the city will abandon this por-tion of 600 South and the exist-ing right-of-wa- y will be deeded to the adjacent property owners as required by law. The work on this could be-gin in June, it was noted. In response to a question from Council Member Lee Jen-sen, City Engineer Degan Lewis said the city only has a 50 foot right-of-wa- y there. He suggested that the city put in curb and gut-ter on that area. Property owners effected would need to landscape the area they are allotted by the closing of the road. This portion of the meeting was a public hearing in which residents could ask questions, protest, etc. There were no major questions from the property own-ers. Some asked if they could put in a berm there or something similar. The council members said that was the plan. The city will also take into account the matter of irrigation water, etc. Mayor Bruce Call said the city will work closely with the property owners so everyone knows exactly what will happen there. The council approved this matter unanimously. In other action, the coun-cil approved an update on the agreement between the city and Richard Bradford for Econom-ic Development Services. His title is Principal for Specialized Services as an independent contractor for Economic De-velopment Services. City Administrator Scott Darrington told the council that they need to change some of the wording in the city's agreement with Richard stat-ing that he is an independent contract employee and not a city employee. Scott added that some items are not compen-sated for because he is a con-tract employee. This agreement clarifies what he pays for and what the city pays for, etc. This will be an 18 month contract through August, 2012. Parks and Recreation Director Deon Giles told the council there had been a re-quest for a communications tower to be placed in Manila Park. The council suggested it be placed elsewhere, if possi-ble. Director Giles will work with those involved on this. The mayor reported on the official census for 2010 which has recently been released and Pleasant Grove City is now the fifth largest city in Utah Coun-ty with a population of 33,509 residents. It follows Provo, which is the largest city in the county with 1 12,488 residents, Orem with 88,328, Lehi with 47,407, and Spanish Fork with 34,691. March 30 Curbside Recycling Pick Up, South Route 86 East 100 South Cedar Hills Renews Contract with Waste Management by Harlow Clark If the nod is supposed to go to the low bidder, how do you determine who the low bidder is, especially when the bids are fairly close? For Cedar Hills' city coun-cil March 1 the answer depended on whether or not the city wanted to own the garbage cans involved. City staff recommended the contract go to Waste Manage-ment based on "a virtually spot-less last nine years of service" lowering the price per can from $5.69 to $4.50. But if the city wanted to own the cans, Allied Waste's bid was lower. Both Council Mem-bers Jim Perry and Ken Kirk asked about the cost of main-taining the cans. The representative from Waste Management said, "We spend about $.08 of every dollar on can mainte-nance." He also said manu-facturers take a lot of care to ensure the parts from dif-ferent brands are not inter-changeable. It protects their brands. Coming in late to the meet-ing, Council Member Marisa Wright asked what the advan-tage was to the city in owning the cans. Mayor Eric Richard-son said that whoever owns the cans has an advantage in already having them in place. The driver refused to provide blood or urine. The driver was cited and released for misdemeanor DUI, driver's license and traf-fic violations. The vehicle was state impounded. On February 28 an officer responded on a report of crimi-nal mischief involving damage to a vehicle. The officer found there is one possible suspect in this incident. This will be re-ferred to the Detectives. On February 28 officers responded to Macey's grocery store for a shoplifter in custody. The individual was cited for shoplifting and trespassed from Macey's. On March 1 an officer re-sponded to the area of 1000 South State St. in Pleasant Grove on a theft detail. An in-dividual was arrested for theft. An individual, who wished to remain confidential, called to report that a suspect, who had been drinking and was possibly DUI, was leaving a business. The officer stopped the sus-pect for a moving violation and found him to be too impaired to drive. The driver was transport-ed to the police department and was later released on citation. An officer responded to the area of 1000 South State st. in Pleasant Grove on a theft detail. An individual was arrested for theft. On March 2 an officer re-sponded to Macey's on a report of an individual shoplifting. An officer went into the loss pre-vention office and watched the suspect conceal items in his un-derwear and in his pockets on the live video surveillance. The officer made contact with the in-dividual and could see one of the items as he watched him conceal it in his pocket. The suspect was arrested and released on citation on scene. Police responded on a re-port of a physical altercation between two male individual. Upon arrival an officer observed a male individual pull up in a vehicle and exit the passengers seat. The male had a deep lac-eration to the throat and was transported by medical to Utah Valley ER. The suspect had left the scene. An officer responded on some graffiti sprayed on a fence. Photos were taken and there is no suspect information at this time. On March 3 officers re-sponded on a report of two juve-niles fighting. An officer found that one of the juveniles in- -. volved had left the area and was located a short time later. Both juveniles were cited for simple assault and referred to juvenile court. While on patrol in the area of a local neighborhood, contact was made with two juveniles parked in a church parking lot. After further investigation, both juveniles were arrested for drug related charges. They were tak-en to the police department and later released to their parents on citations. No furlher action taken. "Police" continued on Page 7 On February 25 an officer made a traffic stop on a vehicle at 700 South Main St. for a traf-fic violation. Two passengers of the vehicle were arrested for possession of drugs and posses-sion of paraphernalia. While working the high school dance, an officer took a report of a vehicle burglary. Shortly after that report, the of-ficer was advised of a second vehicle burglary for this inci-dent. An officer responded to a local grocery store on reports of two juvenile females in custody for retail theft. Upon arrival the females were issued citations and released to their parents. No further action was taken. On February 26 an officer responded on a report of a theft of a motor. The officer made contact with the suspect who stated that he was planning on returning it and stated that he would have it back by the end of the week. The victim was ad-vised to contact police if it was not returned. An officer responded on a report of a delayed burglary. The officer found someone had entered the residence while the homeowners were gone. It ap-pears nothing was taken, but cupboards had been rummaged through. A reporting party called to report graffiti in the park. A vi-nyl fence and play set had been tagged with black spray paint and black marker. A TAG form was completed. No suspect in-formation at this time. An officer was dispatched to a local roadway on reports of a possible DUI. Upon arrival in the area, the vehicle was located and the driver submitted to FST testing. The driver was found not to be impaired and released on scene. No further action was taken. A vehicle was stopped for a moving traffic violation. The driver was identified by means of name and date of birth and her driver's license photo on the state computer. The driver was found to have ingested con-trolled substances and following administration of field sobriety tests, was found to be impaired. The driver submitted to a porta-ble breath test, but there was no evidence of alcohol influence, holier eL4ff j On February 26 an officer took pictures of graffiti which was reported. The damage most likely happened 24 hours or more prior to the report. The officer completed a tag referral for the incident The graffiti is described as black paint in the words, "SPIT," "NOG," "NOT A GANG A VISION." Also as gold paint in the words, "PLEASE CONTINUE YOUR BORING LIFE" "REAL STUDENTS LEE," and the picture of a face. Officers responded to a report of graffiti on a construction box done with black paint. The graf-fiti is of the word "FREEZE." The officer filled out a TAG referral for the damage and has contacted the owner regarding the damage. The incident most likely occurred with 24 hours of the report. There are not witnesses nor suspect evidence. An officer discovered tire term "SPIT" written in marker on a Ivory Homes advertisement sign affixed to a fence on the comer of 400 North Locust Ave. The sign was constructed of corrugated vi-nyl with a silk screened logo. This incident appears to be related to five other similar incidents of graffiti in the surrounding area. At this time there are no suspects in this case report The officer will attach a photograph of the tag to this case report. On February 28 a person re-ported that his trailer had been stolen from the school. Later the officer was informed by the report-ing party that a friend had used the trailer and the trailer was no longer missing. A male juvenile student at Karl Maeser assaulted a male j uve-ni- le student. On February 25 an officer was dispatched to a suspicious incident The officer found a burglary of a dwelling incident involving the theft of a prescription medications had occurred. The officer found the suspects made forced entry through a side garage door and caused dam-age to this same door. The officer photographed this damage and col-lected a list of the stolen medica-tions. The officer found no suspect information was available. On February 27 an officer was contacted by a citizen regard-ing a theft that had just occurred. The officer collected the victims information and a description of the stolen property. The officer searched the immediate area for the possible item and suspect and contacted the store to collect video evidence without success. The of-ficer was not able to recover the stolen property and or gain any suspect information at this point. On March 1 an officer met with a reporting party on a de-layed burglary of a business.
