Show County Takes CAP Control to End Debate The Grand County Com mission mis-sion Monday voted to take over supervision and control ofthe Community Action Program as of July 1. This action came following follow-ing discussion between commissioners, com-missioners, Ann Dixon and Harry Gillespie, representing represent-ing the Utah Department of Community Affairs, City Councilman Jerry Bonserand Roberta Anderson, local CAP director. The commission agreed to set up a CAP Board of 9 persons consisting of 3 from the low Income sector, 3 elected elec-ted officials and 3 private citizens. It was decided that the members from the low Income In-come sector plus theofflcials which will Include a City Councilman, a County Commissioner Com-missioner and a member of the Grand County School Board, will meet to appoint the 3 other members. Betty Kosklnen, Cecelia Rogers and Lenore Johnson of the Welfare Rights Organization Organ-ization were requested to sub- mtt 3 names from their low Income group who will be willing to serve on the CAP Board. Ms. Dixon explained that CAP monies can not be used for direct services, and the only 2 limitations are that the monies must as sit low Income In-come families, and that such families must be represented on the Board. The possibility of merging the Grand County CAP program pro-gram with the San Juan County' Coun-ty' program was discussed, and Community Affairs officials offi-cials present who were going on to San Juan County agreed to pursue the idea and study finance formulas. Ms. Anderson stated that CAP has provided information informa-tion toward getting Housing Authority monies and that they created an awareness about housing monies available to local people. Councilman Bonser stated he feels the City of Moab would opt out of the CAP program if the County does not take control. |
