Show Grazing Phase-Out Slated at Capitol Reef Superintendent W. Franklin Wallace, Capitol Reef National Park, announced today that Deputy Under Secretary of the Interior William W. Lyons has given approval to the procedures proce-dures for phasing out livestock grazing in Capitol Reef. Ranchers with valid 1-year licenses will be given annual renewals for 10 years. Each such license would expire no later than May 31, 1982. Ranchers with 10-year permits will also be given one 10-year renewal upon expiration of theif present permit. The last renewed permit will expire no later than May 31. 1992. Public Law 92-207 (85 Stat. 739) enacted December 18, 1971, established Capitol Reef National Park, Utah, and provided for the orderly phasing out of all livestock grazing privileges in the park. Although the Capital Reef legislation was considered in an omnibus package with the expanded Canyonlands National Na-tional Park and Arches National Nation-al Park bills, the authorized grazing at Capitol Reef presented pre-sented a somewhat different situation. Unlike the two other parks, the expanded boundaries boundar-ies of Capitol Reef included grazing allotments that were under both 10-year grazing permits and 1-year (annual) licenses. The policy recommended recom-mended by the National Park Service and approved by the Secretary's Office provides for the most equitable treatment of all affected ranchers. Each permit and license will contain the provision that at any time it is determined by the Director of the National Park Service that continuation of the grazing activities covered by the permit will result in unacceptable damage to the park's environment, the permittee will be given notice in writing by the Director that the permit shall expire in 30 days'and all livestock covered by the permit shall be removed from the park within the 30-day period. Moreover, if after the Director's notice, the permittee should allow livestock live-stock to graze in the park past the stated 30-day period, the livestock will be removed by the Service. In such an instance, the animals shall be treated in accordance with 36 CFR, Section 5.11. All such actions will be coordinated with the Bureau of Land Management. |
