SUP-PLY. 1. The following is a true copy of the title of the measure mea-sure to be voted upon: REFERENDUM ORDINANCE THAT IT SHALL BE LEGAL OR ILLEGAL TO ADD FLUORIDES AND FLUORINE FLUOR-INE CHEMICALS TO THE PUBLIC WATER SUPPLIES OF MOAB CITY, UTAH. rn For Fluoridation f I Against Fluoridation I ! A "FOR" vote on the above referendum will authorize the City of Moab to add fluorides to the Moab City water supplies. An "AGAINST" vote will prohibit the addition of fluorides fluor-ides to the Moab City water supplies. 2. The main events leading up to the present referendum referen-dum ordinance are listed as follows: (a) On April 18, 1967, Dale Magee, D.D.S., C. A. Raymond, Ray-mond, D.D.S. and LeRoy Ev-anson, Ev-anson, D.D.S. , appeared bs-fore bs-fore the Moab City Council and requested that the Council Coun-cil consider adding fluorides to the Moab City water supplies. sup-plies. (b) At the request of ihe dentists above named the City Council made inquiries of the Utah State Board of Health and the United States Board of Health as to what their recommendations were with respect to adding fluorides fluor-ides to the Moab City water supply. The health services requested samples of the Moab City water and after testing same recommended the addition of fluorides to the Moab City water supplies. sup-plies. (c) On June 20, 1967 Al Anderson, An-derson, Engineer, Salt Lake City, Utah, working on behalf be-half of the City of Moab was requested to obtain cost projections of the equipment and installation of fluoride facilities. Mr. Anderson reported re-ported to the City on November Nov-ember 21, 1967 that each structure would cost approximately approx-imately $8,000.00 complete. That two structures would be adequate for the present with one other to be added at a later date if necessary. Chemicals would cost approximately ap-proximately $1,000.00 per year. The Moab City Council went on record at this time as approving adding fluorides fluor-ides to the Moab City water supplies. This approval was unanimous. Mr. Anderson LEGAL NOTICE was directed by the City Council to proceed with the plans and specifications for the injection of fluorides in the Moab City water supplies. sup-plies. ; (d) On September 16, 1968, City Engineer Anderson reported re-ported that plans and specifications speci-fications for the injection of fluorides into the City of Moab Mo-ab water supplies had been submitted to the State Board -of Health and had been approved ap-proved by it. At this time the City Council authorized and directed Mr. Anderson to get bids on the equipment and two metal buildings. (e) After April 15, 1969, several citizens of Moab City appeared at City Council meetings, including Beverly Spencer, Dahl Zohner, W. G. Harding and others, who expressed ex-pressed opposition to the adding of fluorides to the Moab City water supplies. (f) On September 2, 1969, the City Council, after hearing hear-ing the protests of persons objecting to the injection of fluorides to the Moab City water supplies, determined to allow persons opposed to fluoridation an opportunity to have the issue placed on the ballot. In order to implement imple-ment this procedure the City Council passed an ordinance providing for the injection of fluorides into the Moab City water supplies. This action, ac-tion, on the part of the City Council, made it possible for opponents of fluoridation to obtain a referendum by petition and to place the issue is-sue on the November 1969 ballot for approval or rejection rejec-tion by the voters of Moab City. In keeping with the democratic demo-cratic processes and in order or-der to afford the people of Moab an opportunity to express ex-press themselves on the issue is-sue of adding fluorides to the Moab City water supplies, sup-plies, the above and foregoing forego-ing Referendum is submitted submit-ted with arguments both for and against fluoridation.
