The project report (p. 35) shows that the project can show a favorable benefitcost ratio only if we assume that 250 acres are planted in apple orchards. The district now admits that "we do not expect to see any large increase in apple orchards" (letter of September 23.) By the district's own figures (p. 35) the benefitcost ratio then drops to .911 (91c return for every dollar invested). The recreation benefits are calculated at 14,500 visitor days valued at $3M each. I doubt if many people would actually pay $3M per day for access to a small reservoir. A dollar a day is probably a more reasonable value, and this would drop the recreation benefits from 50,750 to $14,500, and further lower the benefitcost ratio to .771. The bond issue allows a half -million dollars for cost overruns, and nearly every water development project has big ones. A half-million half-million overrun would add annual costs of about $35,00 and lower the benefitcost ratio to .671. If the water project is built , it will make development of the valley possible, and many aspects of the report clearly assume considerable development. For instance, the report (p.34) expects that Municipal and Industrial water use will increase from 450 ac. ft. in year 1 to 2300 ac. ft. between year 30 and 50. Development means additional business profits, and this is reflected in the following secondary benefit items: $19,200 and $50,600 (p.35). Development also means additional police , schools , social services, etc. but not a penny of these costs have been accounted for in the benefitcost analysis. Proper accounting for those costs would further j lower the benefitcost ratio.
