opinIon Colorado sheep I men wIthout exceptIon voted against the proposal and argued that It was wasa wasa a discrimination against them and in favor favol of a particular class of stockmen Colorado cattlemen were unanimously m in favor of the plan as asere were ere Utah cattle representatives whIle the Utah I sheep commIttee members dIvided I II I Vote on the thIrd resolutIon required a poll of the two joint committees I I with 25 expressing favor and 15 opposing op- op posing I The test tc or the resolutions follows n I II I Whereas s there IS now a movement cf transIent livestock from sections ti here here said livestock have heretofore been pastured to publIc domain ranges which have not heretofore been cus- cus customarily I used by the owners of such lIvestock and I Whereas on account of the drought has resulted in a great shortage of both feed and water the conditIon I of the public domain ranges m in eastern I Utah and western Colorado is such I that an emergency eXIsts and to pro pro- protect I vested livestock interests pro pro-I and andI I ranges from serious injury the right to use such ranges should be limited to those who have hwe heretofore made regular customary use thereof FIRST Now therefore be It resolved that the right to the use of said public domain do- do domain main ranges during the present emergency emer- emer emergency gency and untIl July 31 1935 be based I upon the customary use thereof ens cusI customary I tomary use being fOl the purpose of emergency administration interpreted to be the use of saId ranges made prior I to January 1 1932 by a stockman or stock corporation and that grazing on said ranges be restrIcted in the num- num number number onI I ber of lIvestock grazed on said range to the extent of the use thereof made madeI I i iby bY each such livestock owner and that I saId ranges be closed for grazing pur pur- purposes II poses to all persons and corporations who have not established such usage prIor to January I 1 1932 provIded however that in the thc enforcement of this resolution full recognition be ac- ac accorded accorded corded to that part of section 3 of the Taylor grazing act whIch reads shall be gIven in the issuance of grazing permits to those within or near a district who are arc land owners engaged in the livestock tock business bonafide bona bonafide fide occupants or settlers or owners of water rights as may be necessary to permit the proper use of lands water or water vater rights owned occupied or leased by them except that until July I 1 1945 1935 no preference
