waterworks shall be installed and maintained ThIS wIll be the second electIon on the ques- ques tIon questIon At the first electIon held last October 10 the taxpayers payers voted to 11 m in favor of the proposItIon The term bonds voted at that tIme however are not acceptable to th the federal I government and serIal bonds must be issued If the town isto is isto to receive the P PV W V A loan and grant of for the mUnIcIpal Improvements The proposItion before the tax tax- taxpayers payers IS IdentIcal with that submitted last October the only dIfference being a technical change in the wording of the bonds I The town of Moab has been assured by the Public I Works Yorks Administration m in Washington that If the questIon IS approved by the taxPayers next net Tuesday funds will be forthcoming forth forth- ISI I coming ImmedIately for the sewer and water system The I money has ah already aheady eady been finally to Moab There can I beno beno doubt therefore that the proJect will viII be carrIed to I completion bythe quickly after af er the questIon IS again approved by I Ithe the voters It is beh believed ved that work can start on the sewer and September water system by the mIddle of August or fIrst of Sep Sep- The matter of the advIsabIlIty of installing a sewer I system tern tem and owned municipally waterworks was thoroughly I cussed through thIS newspaper n and at publIc and prIvate con con- coni conferences conferences i o of cItizens last October The situatIon in respect to the need for these improvements has not changed since then toI I It seems hardly necessary again agam to rehearse the vital needs at Noab 1 for sewage disposal and a more adequate water tm However The TImes Independent feels that no harm tan can be done by again agam brIefly mentioning some features of the questIon for the information of taxpayers Pi the most pressing need at Moab IS a modern sewer system ThIS community is undermined wIth cesspools and septIc tanks Many of them are unsanitary and me aie actually draining into open dItches and arroyos In parts of the town the land IS so waterlogged that cesspools wIll not operate The installation of a sewer system offers the only I solutIon to the problem When we look back over the recent I years ears and recall the many epIdemIcs that have swept through I the town taking theIr toll of valuable lives can we oppose the I installation of a sewer system which will eliminate the un- un unsanitary sanitary condItions above mentioned If people al are e to continue con con- conI I living at MO Moab b we must have better sanitatIOn State I of health statIstIcs show that the death rate at Moab l IS VICE TWICE THE A AVERAGE FOR THE STATE This IS ISI a I dreadful situation and we firmly belIeve can be remedIed by byI I installing a modern sewer sy system tem As to the waterworks WOl ks propoSItIon no one can deny the need for more mOl e adequate water serVIce m in thIS community The I present system cannot supply all the culinary and domestIc needs of the town AdmIttedly the present water system I cannot supply ItS patrons and also furnish water for a sewer I system No person least of all The TImes Independent has J any desIre to inure the Moab l PIpe Line company yet we do I I not believe the interests of the stockholders of thIS company should come ahead of the nm mal and growing demands of the community The plesent t and future needs of the town of Moab demand mOl mole e water The town of Moab has purchased the Westwood spring located four mIles east of town ThIS spring flows In excess of gallons dally daily It IS absolutely pure water The plans and specIfIcations for the proposed town system call for fOI a storage tank of gallons capacIty With such a flow of water and wIth such storage facIlIties a culinary water shortage m in Moab 1 could never be Ample water wilt be avaIlable for lawns and flowers The question of how to beautify the county and school grounds of how to have a community park would at once be solved CItizens with ample water would feel lIke beautifying theIr own premises The result would be a more beautIful more healthful more enterprising community The town IS convinced that the water sewer pro pro- proJect project wIll be self liquidating in other words that the returns from the system dm during ing the next 20 years wIll payoff pay off the bond Issue and interest There is a possibility that a small tax levy may have to be fIxed during the fIrst year or two to meet interest and accruals before the new system IS fully operating But even so the cost to the taxpayer would be infinitesimal For instance If a water and sewer levy were fixed fI the cost to the average owner home would be no more than 2 or a year Isn't this rather a small matter when compared with the of our children and cItizens so great great- ly greatly endangered by the present unsanitary condItions in the community The town tax rate at Moab IS now the lowest m in inthe the state of Utah A small increase would be neIther un- un unusual unusual usual or alarming even If It becomes necessary to levy a small water sewer tax tat The installation of the water ater and sewer system wIll be bedone bedone done by home labor ThE towns town's engineer estImates that from 40 to 60 men would be kept employed continuously T for four or fIve months Such Sucha a project would be a saver life during the coming fall and winter months Finally the federal government is 18 actually donating 30 per cent of the cost of the water and sewer proJects Of the total cost of the people of Moab l would be reqUIred to pay back only And on that small annual payments for 20 years at 4 per cent interest wIll be granted No cItIzen of Moab l m in his right lIght senses can doubt that Moab MUST l buIld a sewer sewel system wIthin the next t year or two If we are to continue living here A sewer system cannot can can- cannot not be bUIlt unless we have more water Furthermore the overwhelming majorIty of our people we believe will declare our town must have a more mOle adequate water system If then these are admItted facts Isn't It pretty good bUSIness to m- m install stall tall a sewer system and build a town owned waterworks rIght now when the federal government IS willing and ready to actually gIve us 30 per cent of the cost of the labor and Vote for fOl progress pI
