Show mm PATTERSON SEEKS TO PROTECT RIVER RIGHTS SENATOR WOULD PLACE RESER IN SEVEN STATE COM j PACT introduces BILL IN legislature knox patterson state senator from grand county brought the colorado river problem formally before the senate monday by introducing a measure calling tor for reservations on the seven state colorado river compact which utah six years ago ratified unconditionally tio nally the reservations would give utah ownership to streams rising in utah ownership of power sites and further protect the rights of the state in case there is a water treaty made with mexico mr Patter patterson sons s bill follows S B no 79 by mr patterson an act to amend section 1 of chapter 5 of the laws of utah 1923 relating to the colorado river compact be it enacted by the legislature of the state of utah section I 1 chapter 5 of the laws of utah 1923 be and the same is hereby amended to read as follows section I 1 that certain compact and treaty approved by a represents ahe lh e of the united states of america end negotiated and entered into by representatives of the states of utah wyoming colorado new mexico arizona nevada and california sitting as the colorado river commission which compact and treaty apportions the waters of the colorado river and which commission was created in con with chapter 68 session laws of utah 1921 and similar acts of the legislature of the several respective spec tive states named and of the congress P of the united states is hereby approved confirmed and ratified for and by the state of utah subject however to the following express reservations the reservations I 1 the stae of utah expressly reserves to herself and the people there it f the sole and exclusive use and ownership of all of the waters of the lying within the state ol 01 utah of the colorado river and nothing in said compact shall bacon trued to prevent or interfere with the tull full operation effect and execution of he laws of the state of utah with deference ete efe rence to the appropriation and use of said waters or any part thereof 2 the state of utah reserves to herself the right to develop the colo ado river within the state of utah tor for power purposes and nothing in the colorado river compact shall be construed to limit or interfere with such ight and said compact shall not prejudice the state of utah for feder il ill aid on any project that she may de ire to develop on said colorado river within the state of utah 3 that under subsection sub section c of article 3 of said compact the upper basin shall never be called upon to deliver water for the benefit of the united states or mexico in excess of one half of the water required to irrigate land now irrigated in the united states or mexico from the waters of the colorado river and its tribu baries |
