Armstrong, now private secretary,, of Secretary Shaw, to be first assistant secretary of the treasury to succeed Mr. Spauldlng, is threatened with "serious opposition in the Senate.- The opposition is not based, upon any personal grounds, but. upon the fact that he Is too young to undertake under-take the responsibilities of so Important an olce. The first assistant has under him the customs service,, the' bureau of -navigation, the life-saving service, the revenue cutter service and other large divisions of the Treasury department. . , Mr. Armstrong Is not yet SO years of ,' age. and looks younger. Secretary Shaw, who has known him from boyhood. Is convinced of his ability and earnestly desires that his nomination . be confirmed. con-firmed.
