' , Among the many tills that will come before the Legislature for consideration duricg the present session will be one, in the nature of a sanitary measure, I prepared by representatives of the. bar- j bers" of .Utah. The measure has been formulated on the same lines, embodies the same ideas and aims to accomplish similar ends as bills that are to be introduced in-troduced in Oregon, Washington, Indiana In-diana and Tennessee this year,' and bears a striking resemblance to a law I now in force in. seven. States, of the Union. . ... '. : .,. Sentiment ' of the Barbers. ( '. ' A Telegram reporter made a canvass , of t number of the principal shops of Salt Lake and did not hear an unfavorable unfavor-able expression of opinion on the bill. ..' - f The consensus cf opinion of bers of this city seems to-be that in-passage in-passage of the bill woull be of great benefit to the public and would effectually effect-ually check the spread of diseases or the face and skin. ' ' The bill provides that the Governor shall appoint a board of three barbers, each to have had at least five years experience ex-perience and to be well versed in the treatment of the face and the proper sanitary conditions that should, prevail in a barber shop.- Each member of the board shall furnish a bond of S1000 for the faithful performance of hLs duties, and shall take the oath prescribed by law for public officers. ' The Duties of the Board. " : ( The duties of the board will be to formulate for-mulate a set of sanitary regulations for a barber shop, and present them for approval ap-proval to the State' Board of Health. On their approval, the board shall send copies to each barber (shop in the State and thereafter see that the regulations are carefully observed. ' It shall also be the. duty of the board to meet four times each year and hold j an examination, at which any one more I than 19 years old and free from con- l tagions diseases-who -shall have been engaged in the practice) of bar be ring for three years, shall be entitled to an examination ex-amination as to his knowledge of common com-mon face and skin dileases, the preparation prep-aration of barber tools and the general practice of barberlng and stall the board have satisfied Itself as to the applicant's ap-plicant's ability it shall issue to him a certificate" of registration authorising him to practice the trade in this State. The' bill further provides that it will be unlawful for any one not po3sered-of po3sered-of the aforementioned certificate of registration reg-istration to practice .the-trade In this State, and prescribes a fine of rxt less than $10 or more than $100 for so doing. Every person engaged in the occupation occupa-tion of barber in this State shalL within ninety days after the 'approval- of this act,, pay to the secretary of the board the sum of $1 and a certificate of registration regis-tration entitling him to practice shall be issued him. . After ninety days a fee, of $5 will be charged. ' . The tlll-also provides that the board shall be .self -supporting and shall at no time have access to the' public .moneys. There has been no opposition to the bill, and a number .of-Representatives and Senators have already promised to support sup-port Hv so the barbersel confident of its passage. - - . , |
