Show LiiC vi-iii o Bill Prepared Whicli Defines De-fines the Conditions of Child Dependency. - For the- protection of children who are Jiving surrounded by criminal in- , fluences. the Utah Legislature will be asked to pass upon a bill inspired by Staff .Captain Wood of the Salvation Army. - v The title of the bill now prepared and which-will shortly be Introduced is: "An act to define conditions of child dependency,, de-pendency,, neglect and ill-treatment, and . to prescribe methods for the protection, disposition and supervision of dependent, depend-ent, neglected and ill-treated" children within the State of Utah." The radical change which the measure is intended to make- in the present law is in authorizing the proper officer with-, out any process of law to apprehend any child whose father, mother or guardian guar-dian is an habitual drunkard, or a person per-son of notorious or scandalous conduct, a .reputed thief or guilty of lewd conduct con-duct or, an habitual idler and may also apprehend any child who is found devel-!ing devel-!ing or associating with any such person. per-son. . . . .. -.. . Capt. Wood says that the trouble with the present law is that an order of court must be secured before an officer may take charge of a child found under any of the conditions mentioned, and that in the time necessarily elapsing between discovery, of the circumstances and ser curing proper authority the child is hidden hid-den away and can Kit be found. The Woman's Christian Temperance union and Utah Home Finding association associa-tion are enthusiastically supporting the measure and will labor with the committees com-mittees of the Legslature to secure its passage. t .
