R R. R Carey the special investigator and inferred Mr C Carey rey was guilty of adverse bias in making out his report As to the correctness of ot Mr Careys Carey's findings findIngs find find- Ings on particular cases or the o of the criticisms or explanations concerning them offered offered of of- ol- ol ered by the county board we are not able to tomake tomake tomake make any comment Several points in the Utah county answer however are worthy o of attention In the first place the Utah county board in its report indicates that it objects to an outside critical investigation of its administration o of relief affairs There is o of course no ground for such an attitude The expenditure of large sums of public money noney for such an inexact purpose purpose pur pur- pose as relief is a matter which cannot safely be left to the unsupervised and unchecked discretion dis of a few individuals It t needs to be checked carefully and frequently to insure efficiency efficiency efficiency effi effi- nd economy Secondly the county board says Mr Carey may be ignorant of social work practices and philosophy Just wh what t is this philosophy of relief in Utah and what is the need for for- forit it About the only rules of conduct needed for administration administration ad ad- ministration of relief is that aid be granted grant d to those in n real need need and and only to those who are in real need You dont don't n need ed any elaborate system of practices and philosophy for that Thirdly the county board expresses concern over the proposal that liquor permits of relief clients be canceled on the ground that it would be just one more affront and humiliation to the clients and probably wouldn't wouldn t do any good anyway Well frankly its it's quite an affront to the taxpayers of the state to have their hard hard- earned money spent for liquor by recipients of public charity But then of course the taxpayers taxpayers' taxpayers taxpayers' ers' ers feelings dont don't count Well at all events as Governor Blood said good results will probably ensue from all this discussion We hope they will At least it has focused attention on one- one possible method of solving Utah's relief expenditure problem the problem the method of Insisting on the most careful administration admin admin- of relief funds to eliminate all chis 1 1 v v elers and others who are not entitled to assistance assIstance as as- I I on the basis of actual need |
