Show LEGAL NOTICE iin ' ORDINANCE NO. 22 AN ORDINANCE CREATING A VETERANS MEMORIAL BOARD FOR THE CITY OF SPRING- - VILLE, UTAH, AND PROVIDING FOR THE NAME THEREOF: MEMBERSHIP THEREOF: TENURE OF OFFICE OF MEMBERS: COMPEN- SATION OF MEMBERS: REMOVAL OF MEMBERS: MEM-BERS: TIME AND PLACE OF MEETING AND THE. ORGANIZATION, DUTIES AND POWERS OF SUCH BOARD. BE IT ORDAINED BY THE CITY COUNCIL OF SPRINGVILLE, UTAH : Section 1. Veterans Memorial Board of Springville. Spring-ville. There is hereby created and established a Board to be known as the Veterans Memorial Board of Spring-ville, Utah, consisting of five (5) members J to be appointed by the Mayor, with the approval of - the City Council, for the terms, at the compensation and with the1 organization and powers hereinafter set forth. Section 2. Membership. The membership of the Veterans Memorial Board shall be as follows: 1. One Spring-ville City Councilman, Chairman of so vacated shall be filled by the appointment of v eran approved by the Veterans Council of the p of Springville. llt: Section 3. Tenure of office and compensate Members. The Mayor, with the approval of t? Springville City Council, shall designate the term office of each member, other than a Council initially appointed to the Board, provided that? terms of two members shall be for a period of year; one member for two years and one member? three years. It is further provided that after tf initial appointment new members shall be apn0ir for terms of three years'. ' Members of the Board shall not receive or be titled to receive any compensation for services rendered. 51 Section 4. Vacancies. Three members, one representing each of the following Veterans organizations: (a) The Springville Post No. 28 American Legion. Le-gion. (b) The Veterans of Foreign Wars of the United' States. (c) The Veterans Council of the City of Sprinr-N Sprinr-N ville. & 3. One (1) member representative of the City of Springville at large. member of the Board shall be a citizen of : the United States, a resident tax payer of the city of Springville, for at least three (3) years, of good moral character and shall possess qualifications essential to proper administration and efficient management man-agement of the powers and duties to be entrusted to such Board. LEGAL 910TI CE .(continued from page four) ' of Spi'inS've or llse any sructure or facility known or identified as a part or parcel of the Springville Spring-ville Veterans Memorial and to pay the same over to the Treasurer of Springville, taking his receipt there-of there-of in duplicate, and to file one such receipt- with the Recorder of said City. The said Board is authorized and empowered to prepare vouchers against funds in the hands of the said City Treasurer which had been placed to the credit of 'the Veterans Memorial 1 Board for the payment of salaries, supplies or labor ; an(j materials, purchased for the account of the Vet-: Vet-: erans Memorial. All vouchers shall be signed by the ; Qnairman and Secretary of the Board and when ap-proved ap-proved by the Mayor and Springville City Council : all be paid by the City Treasurer out of the money in his hands to the credit of said Veterans Memorial Board. Such orders against said fund shall not exceed in any one year the amount provided for such fund in the annual budget of the City of Springville. 3. The Veterans Memorial Board shall devise and recommend schedules of rates to be charged by the users of any Veterans Memorial service or structure struc-ture and when the same has been adopted as an Ordinance Ordin-ance by the Springville City Council, the rates so fixed, shall be collected by the Veteran's Memorial Board. 4. The Board shall prepare and submit to the Springville City Council such reports as may be required re-quired by said City Council and shall prepare and submit to the Utah County Board of Commissioners such reports as may be required by such Commission pertaining to the use of any funds allocated to the City of Springville by Utah County For Memorial purposes. , 5. The Board is authorized and empowered to recommend such rules and regulations as it shall deem necessary and proper to safeguard the public interests in any and all memorial projects and to carry out the terms and provisions of this Ordinance. 6. All contracts for construction, services, labor, goods or materials, furnishings and equipment or alterations al-terations or repairs of any memorial structure shall be let by the City of Springville in the manner and as provided by law for such contracts, provided, however, how-ever, that all bids received on proposed contracts shall be opened and considered at a regular meeting of the City Council after notice of such opening of bids has been given to the Chairman of the Veterans Memorial Board. Section 10. Meetings. The. Veterans Memorial Board shall meet and shall hold meetings at such times and places as may be designated by said Board. Section 11. If any section, paragraph, clause, or provision of this Ordinance shall be held to be invalid or unenforceable the invalidity or unenforceability of any such section, paragraph, clause or provision shall not affect the remaining provisions of this Ordinance. Section 12. All Ordinances, resolutions, and orders or-ders or parts or portions thereof, in conflict with the provisions of this Ordinance are to the extent of such conflict, hereby repealed. ' Section 13. In the opinion of the City Council of Springville, it is necessary to the peace, health and safety of the inhabitants of Springville City, that this Ordinance shall become effective immediately upon its passage and publication.
