It was considered con-sidered necessary to enter into this contract to avoid any possibility pos-sibility that the federal grant, representing 75 per cent of the cost of the project, may be withdrawn by reason of delay in getting the work started. The mayor and all members of the council are in agreement as to the desirability of building the sewer under the present project, with the city general fund bearing the expense of construction con-struction of the disposal plant, street intersections, etc., but there is a division of opinion as to the method to be employed in financing through the city streets. Some members favor the establishment estab-lishment of an improvement district, dis-trict, with assessments of 50 cents per front foot, to be levied against abutting property, and which would entitle owners to connect with sewer without additional ad-ditional charge. It is felt that it would be unfair to use the general fund for the improvement of any particular section and that it would be establishing a bad precedent which may cause some trouble when further extensions exten-sions are made. Others favor handling through the general fund of the city, with a charge of $5 for each connection. connec-tion. The financial condition of the city is such as to permit this method of handling without any increase in the tax levy and would not work any hardship on any group of citizens as would be the case were abutters assessed. as-sessed. The total amount to be collected col-lected from abutting property owners, without interest, would amount to approximately $4500, which with a consei-vative estimate esti-mate of 50 connections, for the first year, at $50 each, would leave a balance of $2000 to be taken from the general fund. Also, heavy expense involved in establishing an improvement district, dis-trict, securing proper descriptions of all property a)id notifying owners of the amount to be an-sessed an-sessed against their property, could be avoided if the proposition propo-sition is haJidled through the general fund. Also, there is always al-ways the possibility that the owners of 65 per cent of the footuge may protest against the improvement and we would lose our opportunity to secure thlH badly needed improvement. A special meeting of the council coun-cil will be held Friday, August 6, at 8 p. m., at which time a final decision will be made. All citizens are urged to be present and advise with the council aa to the most desirable method to be used. |
