TAX PLAN HIT BY BUSINESS WASHINGTON, April 7.-(IM! Organized business, through the U. S. chamber of commerce, charged today that the president's new tax program failed to meet budget requirements and would injure business recovery. The chamber's view was presented pre-sented to the house ways and means committee by Fred H. Clausen, Horicon, Wis., manufacturer, manufac-turer, after Acting Budget Direc tor Daniel W.
