BY YVKP.I5 MILLER (Copyright by United Press) LONDON, April 12 (U.R) Great Britain may stiffen her declaration of maintenance of the independence of the Balkans Balk-ans tomorrow as a result of failure of Premier Benito Mussolini Mus-solini to fix a definite date for withdrawal of Italian troops from Spain. The problem of Spain's future role in the balance of power between Europe's democratic and dictatorial blocs was of steadily increasing concern to both Britain and France as Prime Minister Neville Cham 01 berlain and Premier Edouard Daladier prepared to make important im-portant declarations of policy on Thursday. Mussolini Declines Developments today included: 1- Disclosure from reliable sources that Mussolini ha.s so far declined British proposals that he fix a definite date for withdrawal of an estimated 30,000 troops from Spain, where the Burgos government announced they would remain at least until after the victory parade in Madrid, probably prob-ably on May 2. 2 A request by Britain that Soviet Russia declare whether she would aid Rumania in event of an altack on that country by Oer-many. Oer-many. The Soviets had failed to reply late this aflernoon. li'-A warning by Rumania, amounting almost to an ultimatum, ultimat-um, that she might' be forced into closer cooperation with Germany unless given a firm guarantee of British aid against aggression. Great Britain so far has not made any definite committment to Rumania. Ru-mania. 4 Indications in well-informed British sources that Chamberlain would go further than planned in under-writing the security of Greece and Turkey as a result of Mussolini's failure to make a def inite promise regarding Spain. Fleet Departs 5 -Departure of the French fleet to join British warships dominating dom-inating strategic points in the Mediterranean. The Italian fleet meanwhile was ordered to keep steam up for emergency action. 6 Continued increase in the armed forces of almost every nation na-tion in Europe. Germany, Italy, Poland and France now have approximately ap-proximately a million men each under arms and Soviet Russia an estimated 2,300,000. Both the British and French governments advised the United States of the statements which Chamberlain and Daladier will make tomorrow. Ilerschel Johnson, John-son, counsellor of the U. S. embassy, em-bassy, visited the foreign office this afternoon. Winston Churhill, dissident conservative con-servative and foe of Chamberlain's appeasement policy, was cheered by crowds outside No. 10 Downing street when'he consulted with the prime minister regarding the statement. Concern over Spain was emphasized em-phasized in authoritative sources despite British press reports that Italy has promised to begin withdrawal with-drawal of troops about May 12. It was asserted on good authority that Mussolini's assurances in this connection had been very vague and it was recalled that similar pledges had been given but never fulfilled in the past. |
