Show POLES GRANTED C THEIR FREEDOM They Will Have the Same Liberties as the Russian Citizen is Granted For Good or for III the Ancient Kingdom King-dom of Poland Has Become an Integral In-tegral Part of the Russian Empire St Petersburg Poland Is not to bo permitted to become a second FInland Fin-land The Russian government In a strongly worded communication published pub-lished Sunday morning serves notice on the Polish nationalists that for good or ill tho ancient kingdom of Poland Po-land has now become an Integral part of the Russian empire and that whllt tho government intends to fully observe ob-serve the national rights of Poland any attempt to wrest Polish autonomy from tho emperor would be considered an act of revolt and would lead the Poles Into tho sorrowful paths trodden trod-den by them In 1831 and 1803 The communication recalls tho fact that the Imperial ukase of December 25th last established a basis for the gradual renovation of the civil life of Russian subjects and points out that the measures adopted in pursuance 01 that ukase affected equally tho Polish Pol-ish people Tho ukase says In accordance with the ukaso the exceptional laws hindering the free development de-velopment of the nation wero abrogated abro-gated and the Poles were given the same rights as the Russians Educational Educa-tional municipal and Judicial and reforms re-forms were Introduced as stipulated hy the decisions arrived at by tho committee of ministers on Juno 18 and by the ukase of April 30 regarding religious liberty The general measures meas-ures adopted by the government were extended to Poland which also was given tho right of participation in the lemma and freedom of meeting Finally Final-ly on October 30 the Poles were tully tul-ly recognized as free citizens thereby there-by obtaining full opportunity to prove their capacity By participating in a groat creative work they would consequently con-sequently have gradually attained the ulterior progress of tho Polish nation with tho end of the electoral institutions Institu-tions which naturally would have sympathized with their fate |
