WASHINGTON", Oct. 19. Solution ot the difficulties seriously threatening the life of the national ' conference seemed more hopeless than ever tonight, after the conference's central committee in a three-hour session failed to conciliate the differences between the labor and employer em-ployer wings. The tentative agreement reached late Saturday on the vital question of collective collec-tive bargaining was shattered at thQ-committee meeting today when the employers' employ-ers' group insisted on adding to the substitute sub-stitute resolution a clause declaring for the right of "employers and employees to bargain individually." This- clauser was'fe-jecLed was'fe-jecLed unqualifiedly by the labor delegates. dele-gates. , Previous to the introduction of the "individual "in-dividual bargaining" clause, an apparent solution to the problem before the conference con-ference had been reached. RESOLUTION DIVIDED INTO FOUR SECTIONS. The original Russell-Endicott resolution, providing for recognition of the right to collective bargaining and the right of employees em-ployees to choose their representatives at will, was revamped, divided into four sections and amended to read, "the right to organize into trade and labor unions, shop and other industrial associations." The section granting to labor organizations organiza-tions the right to choose representatives without restrictions was amended to read, "by representatives chosen by a majority major-ity of their own members." The compromise measure as amended met with the approval of the labor and public groups and some members of the employers' wing when brought before the committee. L.ater, however, the employers employ-ers insisted on the addition of a fifth section, the individual bargaining clause, which was promptly vetoed by the labor group. COMMITTEE DEADLOCKED ON BARGAINING ISSUE. This left the central committee deadlocked dead-locked Just as it was when the conference adjourned late Friday.
