That there is n "joker" in that sec tion of the bond issue election, Junti -i), which sets aside $VJ0,0Otl for the punhaso of water meters, is brought to light in au ordinance which was amended and passed by the. board of commissioners of Suit Lake City, March 23, 101b'. This ordinance, which will go into effect July 1, 1917, immediately immediate-ly following tho bond election, if adopt ed by the people, will make it pussiblo for the city to collect $21 from each home owner. Tho ordinance is so construed con-strued that the plumbers iiw mad a the official collectors for the. city, .first it is necessary for the plumber to pay $1 for a plumbing permit, $3 for a sewer permit, $9 for a water main connection con-nection permit and $S for connections of a meter. A plumber pays in advance for -these permit a and then tacks it on to the owner or builder. Ordinance Quoted. The section of t he ordinance which has to do with applications for the use-of use-of water and which makes the plumber a collector for the city, reads as follows: fol-lows: From and after July 1, 10". 7, whenever a new service pipe is installed in-stalled connecting any premises with tho water mains of Salt Lake City, or whenever any new premises prem-ises are connected to a private lino which is supplied with water from the water system of Salt Lake City, a water meter shall be installed, for which a charge of $S shall be. made for sizes up to and including one inch where installed at tho curb line, and $2 where such meter can be conveniently placed in a basement. Must Have Meter. It shall be unlawful for any contractor or other person en-gaged en-gaged in construction work to use water from the city water mains, EXCEPT THROUGH A METER, as provided in this section. The ordinance provides a tax of an additional $2 where the user desires to have the meter on his premises tested. Many water meter users complain that some of the meters in use now become clogged and dirty within two months after their installation, and in order to get service it is necessary that these meters be cleaned regularly. Unless Un-less the user i3 capable of doing tho cleaning himself,, he must call in a plumber, whose charges for this work are $1.50 an hour. |
