War is essentially a paternal function, and to be successful in it we must accept the necessary subordination of individual interests. Busin&ss must yield to government govern-ment the right to fix prices. In order to enable the forgotten millions to live the government must regulate profits and fix maximum and minimum prices. From our Liberty loan the government v.dll get only 26 or 30 cents on a dollar. We are borrowing money to buy ships and supplies. Prices are so high that we must pay two, three and four times as much for these supplies as In peace times. The people on a peace basis will havo to repay the loan dollar for dollar. ' Only price regulation can protect the peo-j peo-j pie from disparity and the unwarranted burden. Stimulus of competition and the desire for profit will take care of production. The government can fix prices and effect ef-fect this distribution economically and satisfactorily. This paternal tern will help materially to win the war.
