Show BELIEVE THAT ARREST UNCOVERS BIG GRAFT Half Million Swindle Said to Be Involved In-volved in Detention of Man at St. Loui3. S'J. J.OUIS, Mo., Dec. IS. The arrest here of Joseph F. E. Ruhlman, on a technical charge of Impersonating a United States officer, is said by Fred Robertson, United States district attorney at Kansae , City, Kansas, who ordered his detention, to iuvolve a half-million-dollar swindle scheme with Camp Funston, Kansas, as the operating base and a United States army captain at that camp acting as a confederate. According to Mr. Robertson, Ruhlman, passing as an army officer, during the last few months ha obtained large quantities of supplies from wholesale houses in Missouri. Mis-souri. The goods were forwarded with only scant attention given to the details of pay, the dealers believing they wero dealing direct with the government. The supplies were ordered to army posts. Camp Funston receiving the largest portion of the consignments.
