The government is believed to have offered the Unionists, in case they agree to abandon their demand for a "clean cut" of the province of Ulster out of the operations of the Irish home rule bill, to arrange that the whole of Ulster, with the. exception of the county of Tyrone, which has a great Catholic majority, should vote, as an entity on the question of exclusion from the home rule government. The Unionists demand de-mand that. Tyrone shall be. included in this arrangement anil this has been the cause of the deadlock.
