Under authority au-thority of the president, Secretary of War Garrison today issued a proclamation proclama-tion calling on tho people in the- strike district of Colorado to surrender all arms and ammunition to the United States army officers now in charge of tho various troubled localities. Secretary Garrison's proclamation, addressed to Major Holbrook at Triui-dad, Triui-dad, in in tho most sweeping terms, and demands the disarming of not ouly strikers, 'but the mine guards. Proclamation Issued. The test of the proclamation is: Whereas, under csi sting circumstances circum-stances tho possession of arms and ammunition, by persons not in tho militan' service of the United States tends to provoke disorder and to escite domestic violence and hindora the restoration or normal conditions of peace and good order, T do, and by the authority au-thority of tho president, .of the United States, call and direct any persons not in the military iervico of the United States who have arms or ammunition in their possession pos-session or- under their control to deliver them forthwith to tho officer offi-cer at the place herein designated. desig-nated. Secretary Garrison's determination to issue the proclamation for tho surrender sur-render of arms was reached after mature ma-ture deliberation on reports from Major UoIbTook at Trinidad. It was pointed out that in directing tho surrender sur-render of arms to army commaudcrs at the respective stations the government assumes all responsibility for the protection pro-tection of tho property which individuals, indi-viduals, corporations, associations and firms hitherto have been guarding on their own account. Emphasis was laid on tho fact that the sweeping terms of the proclamation calling all "n6t in the military service of the United States" to surrender their arms applies only to localities where the Uuitod States troops are present. As the troublo districts aro widely scattorcd throughout Colorado no army officer will bo in supremo command of the military' forces sent into the state. Sccrotary Garrison will issue his orders directly to tho officers in command of the forces in the various localities. Explains Position. Thero was a very serious confliH. at Ludlow, where women and children chil-dren as well as men were killed, and siuce that time the feeling has been excessively bittor. Tho commanders com-manders in tho field have so far exercised ex-ercised wiso judgment, have allayed al-layed alarm, nnd with the limited numbers now at their disposal are doing tho best that js possible.
