Show report of the granbury the following IB a copy of the report of the grand jury in the first judicial district of utah for the february term to the hon judge blackburn Y ohp grand jury in and for the farat judicial district respectfully sub mil the following report for your con ve have been in session 22 daic having spent 16 days in the discharge of united states business and six days in territorial business we haye heard 84 cases 42 cases of j which ware united states cases of these 20 indictments were found and drawn 19 cases ignored and three re submitted to the next grand jury the remaining 42 cases were territorial cabes of which 24 indictments were found and drawn 19 cases ignored and one resubmitted to the next grand jury ahe territorial insane asylum waa and found to be in good condition out some what crowded ilie county jail of butali county was visited and alao found in good condition credit is surely due the of ficera in charge of the above saiu sa iu institutions for the manner in which their respective eions are managed the provo city jail was visited tin I 1 found tob e entirely unfit fur atio feea to which it is it is the ca icid opil ion of the arand jury eliat it would be hard to conceive a place better calculated to breed disease than the provo city jail it is an evident fact that the city marshal can in no way be held responsible for the condition of the place as it is now constructed andee would hereby recommend and request that the provo city council out of respect lor common humanity at once taace such steps as will be necessary to make said institution such a place as it should be the grand jury farther recommend that the provo city council enforce the ordinance in reference to the keeping clean of corrals and the burying of dead animals city limits by investigation it is found that dead animals are being left at the foot of the mountains east of provo in such a manner that prevailing winds carry offensive odors to tha territorial insane asylum greatly to the annoyance of the officers and inmates thereof and we recommend that action be taken by the proper authority and the nuisance removed M any cases are referred to the grand jury by justices of the peace that could easily be disposed of in the justices court and aboid unnecessary expense upon the territory where there is no cause for action in a case entitled tho people YS morgan moore et al eight witnesses appeared bufore us from orangeville Orang eville emery county and upon investigation we found no possible grounds for indict ment and the case was ignored the witnesses fees and mileage amounted to about and we would respectfully suggest that the justices of tha peace in the district investigate the details of ai case more thoroughly before g the same before the grand jury and thereby boiten save unnecessary expense upon the territory inquiries have been made of the officials in the maricus other counties in the district regarding county buildings etc and they report the same in good condition attest H F GEAK foreman of ane grand jury H 0 EDWARDS clerk |
