henrichsen dunn liddiard and dixon voting for glaizer and maiben thomas and glazier for dixon mr glazier declined mr liddiard was nominated and be too declined dixon and maiben were in turn nominated ane lion the mayor and city council GENTLEMEN the undersigner undersigned under signed desires to respectfully call your attention to the following facts that on your hon body on the the and 2nd day of march 1891 appointing city officers including the appointment of walter scott city I 1 was and abill am of the opinion that in go doing you were relying upon the city ordinance fixing the term of office for one year and overlooking the amendment to the charter which prescribes alie term of offida for all city officers to be for two yeara and in biow of the fact that in five instances tan same persons were appointed to tho same alfices to which they were appointed in march 1890 I 1 did not conceive that tha appointments of march 1891 were intended as removals I 1 therefore haac continued inthe office of city waler master but have no desire either to question your right of removal or to continue to net in said office against the of your hon body I 1 only desire that your action may be smith pitt for retail liquor dealers licenses were presented and granted subject to the approval of the bonds of the mayor an application frem the smoot drug company for a wholesale liquor dealers licens ewas presented and canted subject to the approval of the bond by th a may or james thompson and seventy two others asked that a street crossing be built across seventh street on the west side of H street mr dixon moved that the petition be granted and on the suggestion of mr maiben bo added to his motion and that the supervisor be instructed to place a plank crossing 2 by 4 inch plank placed edgewise at the place designated mr henrichsen waa opposed to building a plank crossing at present the financial condition of the city was not such that the city could afford to spend much money on crossings A number of street repairs had already beed ordered done and what money the city had to spend on the streets should not be spent all in one place dry weather would soon be coming plank crossing be constructed over seventh street on the east side of E street all of the other members of the council were opposed to the motion sir annn I 1 dont think it wise to construct any more plank crossings at present if we let down the bars we will be flooded with petitions for plank crossings mr henrichsen that is what I 1 said foreJt be strikes me curious that the ners who simply asked for a crossing should be gien more aban they asked for and that the motion for a plank crossing should not be granted if a petition was all that was wanted that could soon be secured mr glazier moved to amend the motion by substituting blue mountain gravel for plank the motion as amended was carried mr hennessen Hen being the only member voting in the negative mr dixen moved that the supervisor and water master be instructed to repair the in front of mr knights stable on H street carried marshal brown asked that the matter of slops being the ditch from the steam laundry on H street be referred to the committee on quarantine the matter was so referred mr liddiard moved eliat the committee on and alleys be instructed to have the electric light at the inter section of eleventon Eleven tn and E streets removed to tenth and E streets and the electric light at the intersection of ninth and E streets to eidth and E streeta carried mr dixon moved that the matter of finding street lines on certain streets in the northwestern north western part of the city which had been declared open by the city council be referred to the city surveyor carried mr dixon moved that the communication of T E thurman in relation to the appointment of he taken from the table carried the matter was talked and wrangled over personalities indulged in and motions made withdrawn and until 1130 dixon submitted the loi lowing I 1 move that it be the sense of the council that the action of this body in appointing mr walter scott on the second day of march 1891 to the office of water master in and for provo city be confirmed and that mr thomas E thurman be instructed to immediately turn over to said water master walter scott all books and property belong in to said office now india possession
