legislature commenced their labors yesterday at 2 dearly every member was present prepared for his work COUNCIL the council convened in the regular city council chamber on the east side of the city hall second floor twelve handsomely furnished desks and chairs being ranged in horseshoe horse shoe form before the presidents desk which was slightly elevated and at the head of the hall at 2 promptly mr M M wells chief clerk of the last session called the council to order all the members except three were present the absentees ceru J E carlisle C F oisen and A 0 smoot jr territorial secretary hall appeared and stated that a part of the oath referring to the name and age and the name of the wife would be emitted for the present and filled in afterwards all of the members then arose and the secretary administered the oath E A smith was nominated by E G woolley as president and unanimously carried upon the chair mr smith briefly thanked the council for the honor upon him and stated that he would discharge the duties of his office to the best of his ability H M wells was then nominated as chief clerk carried V L halliday of provo was elected as enrolling and engrossing clerk J golden kimball of sergent ai arms J V bluth of ogden messenger L john lake city watchman charles C shaw of hyrum chaplain all of the conventional officers now being elected alie secretary administered the oath of office to the officers elect prayer was then offered by chaplain shaw after which mr marshall moved that the house be notified eliat the council had antly organized carried air heoley moved that a committed commit teo be appointed to act with a committee from the house to notify the governor eliat they were ready to receive any communication he might shefit to make young and wooley were appointed as such committee A resolution was offered by W A C bryan that the house concurring each body select a minute clerk to serve at a compensation of 5 per day carried after waiting for some time on motion of mr shurtliff the council took a recess subject to ohp call of the chair upon assembling reassembling re the clerk read a communication from alie house stating that they had organized and giving a list of the officers elected george E blair of loan was elected minute clerk mr shurtliff moved that the sergeant at arms be instructed tu raise alie flag to alie masthead and keap it there during the session of the legislature carried thu rules of the twenty ees sion were adopted foj if be during this mr ooley one of the committee ap pomped to wait upon the governor stated eliat they had notified his excellency cel lency as instructed the committee was requested by the governor to state that lie would communicate with the houses at 3 p m today to day mr marshall moved that alie house be notified eliat the council desired to meet with them in joint session at this afternoon alie council then adjourned until 2 fp m today to day the benediction was pronounced by chaplain Chapla sn shaw HOUSE body convened in alie large room on the side of the city hall the chamber having been newly and handsomely carpeted cleaned and furnished with desks and H jones of briehan city carried mr roueche nominated as chaplain of the house G smith of morgan county carried mr richards now offered a resolution that the office of minute clerk he created mr hoge abated that before any business was transacted legally alie members ought to be swarn a point which had previously been raised by mr eich ards and this being the sense of the house secretary hall advanced and read the commissioners catli all the members standing with uplifted hands while it was read some discussion arose as to whether the business done before the taking of this catli wai legal A voto was called and it was decided to do tho business over again which was accordingly done an hour being lost in the transaction the chaplain then opened with prayer mr alien moved that the house proceed to the draw ing for choice of seats aliis was amended so eliat those members alio had served three or more sessions were gi en firby choice the drawing to include alie remainder this being a like committee from the council be appointed to wait on the governor and announce to him that the legislature was now in session and ready for any communication he might have to make carried the speaker named mr hatch and mr ising aa the committee on the part of the house mr richards moved that the sergeant at be instructed to provide for spectators tables forTe porters etc also that copies of the aad session davs and last journals of the house and council be furnished the members and chief clerks carried hatch and king entered at this juncture and reported that alie governor would meet
