Indications Indica-tions multiply that tho letter written by Charles D, Norton, secretary to tho president, to an unnamed Iowa politician, politi-cian, is an expression of tho policy of President Taft to be folluwed by the various departments of the government in their attitude in matters of patron-ace patron-ace toward all .Republicans, whether they be insurgent or regular. Copies of -the letter have been sent from Beverly to tho executive heads of all departments in Washington. Tho copies were not accompanied by a letter let-ter of transmittal directing thn department depart-ment heads to heed t he suggestions contained con-tained in tho letter, but merely by a note that, tho letter had been written by authority of the president. The letter itself is a direct statement that so far as federal patronage is concerned, con-cerned, the "regular" Republican and the "insurgent" will look alilco to President Taft and is regarded as significant sig-nificant of tho attitude, of tho president presi-dent and of his intention to place all Republicans, whether they bo classed as "regulars" or "insurgents" on the same plane, so far as patronage is concerned. con-cerned. The receipt of tho letter created considerable con-siderable comment among department officials today, but no difference of opinion regarding it is expressed. |
