Show P PROVOS LICENSE BILL alie council pass it to its third reading MOTION TO CHANGE THE OF CLOSING LOST As also allowing billiard tab in the faloona on wednesday night the city council met in adjourned cession the calling of the roll showed aldermen amo D holdaway and B W brigga jr and councilor W R II 11 absent the latter gentleman subsequently attended after the preliminary business ws transacted the license bill considerably amended w as reported from alie committee on judiciary per mr dunn the report v as adopted mr bansen called the attention of the city to the banks of the mill race ono block east of george peas house the road supervisor was instructed to attend to it at half past 8 the licenia bill was taken up on its second reading and at passed to its third reading upon th reading of section 2 mr farrer moved to strike out tha words one thousand where it refers to the bond of license applicants and insert the word two thousand dollars mr dunn offered tin amendment that the bond be not less than n e hundred dollars nor more than two thousand dollars mr farrer accepted the amendment city attorney S R thurman read from the session laws of showing that the law then passed pertaining to the sale of liquors and which ao far aa the amount of bond required from those keeping saloons w as concerned had not been changed placed alie limits of the bond as not less than one hun red nor more than one thousand dollars should the amendment now under consideration prevail and the amount of bond bo increased the defense in any cabe for a io lation under this ordinance could take advantage of this fact mr farrer withdrew his motion as also did mr dunn his amendment was then adopted and the bill continued on its journey section 8 was amended upon mr dunns motion so that the words tho playing of any instrument was inserted before section 10 waa adopted mr maiben motioned that the hour of 10 mentioned in that section as the time for closing saloons be changed to 11 seconded mr lown thought 10 plenty late enough and would oppose the motion mr daniels was of the same unqualified opinion he would sooner have them closed an leour earlier than extend the time we can afford to try 10 for a season anyhow mr maidens Mai bens motion was rejected only four voting in the affirmative dunn bean farrer and maiben when section 11 was reached mr maiben moved to strike it out entirely there was no second to the motion and the section remained at tw enty div e minutes to el en the reading of the bill was mr farrer moved that the bill pass the motion was seconded by mr maiben mr alexander was opposed to the passage of the bill tonight to night something should be done with the drug stores it was necessary that the drug stores take out some kind of a licence mr bean thought the matter waa covered in the bill mr dunn was of the opinion that licenses should be issued to drug store proprietors for the retailing of liquor for medicinal purposes only and that druggists should be required to ing by voucher every month of their sales although the bill had passed to its third reading yet he was not in favor of rushing it through on its passage he wanted to take plenty of time in these matters of importance and deliberate carefully lie would certainly be in favor of taking a little more time he did not consider the bill complete and though it would allow of plenty more consideration the bill in its present form fully covered the saloon question but lie thought the drug stores should now receive the attention of the council mr maiben the bill covered every ground if drug stores do not wish to take out licenses licens ps for belling liquor let them restrict themselves to a legitimate drug business mr was in favor of taking more time before the passage of tho bill and framing a provision to cover the drug question mr brown thought it would look like a discrimination if we were to insert a special section bearing on the drug stores if the bill was for the licensing of liquors it mattered not who sold them without a license they would be amenable to the law mr dunn amended mr farmers Farr ers motion by inserting the words that the bill be referred back to the committee on judiciary with instructions to make such additions and amendments as in their judgment they deem and that th committee have twenty four copies printed and on hand for next meeting mr bean thought nothing would ba lost in taking a little more time for consideration of the drug store business be fore the bill was passed mr dunns motion re committing the bill was carried at a quarter past eleven the council adjourned till monday evening next at 8 |
