Show AN INFORMAL CAUCUS REPUBLICANS OF COUNCIL TALK OVER CITY AFFAIRS Heads of Departments to be Checked When Necessary Kelsey Against Pumping Liberty Park Water The Republican members of the City Council were called to meet hi caucus last evening to consider matters which were expected to come up at the meetIng meet-Ing of the City Council tonight Three of the members Gemmell Beatty and Canning however were absent and without a full attendance no action could bo taken One object of the caucus cau-cus was to confer with the heads of I departments In regard to ways and I moans which might be adopted to reduce I re-duce running expenses Now that an understanding has been reached among I the Republican members for unanimity of action It Is proposed to take the heads of departments In hand and lay down more stringent rules of action for them and to insist upon the regulations regula-tions being observed The complaint made by some members of the Council Is that some bends of departments Ignore Ig-nore the Council and have been able to do so with impunity on account of the lack of unanimity In that body Street Supervisor Condle and Land and Water Commissioner Westerfield were not present but City Engineer Kelsey Superintendent of Waterworks I Hines and Health Commissioner King were thereIn there-In the absence of Dr Beatty the Mayors veto of the resolution empowering empow-ering the Health Commissioner to employ em-ploy additional help was mentioned and passed over In regard to the proposition to erect a pump to utilize the water from the flowing wells at Liberty park the City Engineer said the proposition was not a good one He said the flow from the wells did not exceed 500000 gallons per day that to successfully operate a pumping system of distribution the present system would have to be entirely en-tirely remodeled and that would cost 1600000 or more which was out of the question The pumping suggestion was simply a makeshift and would be of no permanent benefit to the system and be opposed spending any money on it Anyway the water which fed the wells lie said was mostly surface water much of it from the percolation from irrigation and not of very good quality for culinary purposes The question of the address to be issued Is-sued to the voters In regard to the bonding proposition was dlsqussed and suggestions made as to the personnel of the five property owners to be chosen to act with the committee In drawing up the address W S McCornlck J E Dooly C W Penrose W II Dale and others were suggested A statement of the assets and liabili ties of the city will be necessary to put before the bond buyers in case the people peo-ple votehe Issue and it was thought that the City Auditor should be given the assistance of an accountant In ma king up the statement which It was said will take two months to do |
