lie spoke in reply to tho address ad-dress of Coy Roosevelt before the National Na-tional 1 League of Republican clubs at St Paul PaulALTGELDS ALTGELDS ADDRESS Mr Altgcld compared the Government Govern-ment of the United States which ho said had been founded upon the consent con-sent of the governed with governments founded upon force declaring that the Republic has given the world moro progress in one century than I achieved In the fifty or sixty centuries of recorded lime He then said The present Administration proposed to abandon the principles of selfgovern I meat and dcs22nd to strenu-ous strutting1 left the capital of New York and went to St Paul and delivered deliv-ered n speech to the Association of Republican Re-publican Clubs The speech has not from beginning to end a single argument argu-ment or a single accurate historical reference a speech that Is made up of Invective misrepresentation and vituperation Referring to tho Democrats he said They stand for lawlessness and disorder dis-order for dishonesty and dishonor for license and disaster at home and cowardly cow-ardly shrinking from duty abroad This is a reflection on the intelligence I intelli-gence and patriotism and the honor of every Democrat In the country I Is I a personal Insult to the 6600000 men who supported Mr Bryan in 1S3C and I to the 11000000 free men who are going to support him In 1900 He gives no facts and advances no arguments In support of this charge I Is simply an assertion lie puts himself In evidence Aside from truthfulness It Involves his sincerity and had denounced de-nounced In the years 1S979S he held a Federal Fed-eral office In Washington and In order to escape paying his taxes In New Yolk he signed an affidavit and swore before the everliving God thai he was not a citizen of New York l this was true then under the Constitution of New York he would not have been eligible gible for the Governorship of that State By subsequently accepting a nomination and election to that office he showed that he did not believe his own affidavit This being so may It not bo that he does not believe the I charge which he has made against us I Is next Justice Mr Altgcld said that when the vast territory from which tho Western States were made was acquired It came In as an Integral part of the Republic Re-public and Its inhabitants were citizens of the Republic This he paid was expansion The attitude of the Administration Admin-istration In acquiring the Philippine Islands and Porto Rico was for imperialism impe-rialism It Is not a question of expansion ex-pansion at all I Is solely and simply a question of imperialism and mllltar hint They are to bo subject colonies Wo air going to govern them with carpetbaggers car-petbaggers WHAT RESOLUTIONS DECLARE The resolutions adopted heartily reaffirm affirm the platform of principles adopted adopt-ed at Kansas City and contain the following fol-lowing Citizens enjoying the protection and blessings of government In this Republic cannot reasonably object to bearing their Just proportion of the burdens of such government And to this end we demand tho enactment and enforcement of a properly regulated income tax law We demand an explanation from the national Administration for admitting cession to Great Britain of about 2000 square miles of our national domain in Alaska and to
