to be had by holding the users in the canyon down to their rightful quantity and buying the remainder re-mainder second In the proposed pipe system for street sprinkling The Council should lose no time In putting these two propositions Into effect but tho most urgent and the most Immediately I Imme-diately available is the Parleys canyon I supplyt for at once upon Its acquisition the water can be turned into the conduit con-duit and thence direct Into the pipes Both these items were embraced In the address to the people by trio Council committee and the citixens committee I prior to the Jate election on bonds The 1 people therefore naturally expect that the utmost expedition bal be used In making available the possible increase I In the supply Without doubt the assurances given I in the address referred to will be faith fully and diligently fulfilled The Items specified therein are these Change of pipes In eastern and I northeastern parts of the city to make them efficient and consistent consist-ent cCcJcnt 75000 Distributing reservoir cast bench 30000 Parleys canyon water rights COCOO Street sprinkling pipes 10000 Deepening Jordan channel from Utah lake to old dam 50000 A total of h 2 000 I The Council l has shown I commendable J energy In the matter of deepening the I Jordan channel as above itemized it j has seventeen teams at work now In en rSlnr the channel below the marshlands marsh-lands and will ns soon as practicable let a contract for a deeper and more direct channel from Utah lakes Jordan Jor-dan outlet along the low lands to the point whore the high banks begin So that part of the promise Is already In a satisfactory course of fulfillment And now the procurement of the added supply possible f utilization In the Immediate future will doubtless he speedily and energetically pushed All the good water that can possibly be had this season will be badly needed a fact which h the Councilmen doubtless realize as fully ns any one canana win of course bestir themselves to get it all in the pipfq But while all promises will be staunchly met in thlo matter It must not bo forgotten that the improvements improve-ments proposed this year are but a part of the general plan of permanent relic re-lic and by no means the important part of that plan so far as adding to the water supply is concerned Whatever What-ever feeling may exfst that the vote of bonds settled the water question Is not warranted by the facts or by the address ad-dress of the committees The matters promised lUecein as itemized above relate re-late largely to the adjustment of the pipe system so that the water can be properly distributed to the people when the full supply Is acquired The complete com-plete plan as we pointed out on June Hthiast inconsidering the bond quqs Jordan and reduce the lake level a foot and n half below compromise point these to bo both held for use at nee Either or their alternate use according ac-cording to season would glvo the city t1 order to complete It all al a million dollars will doubtless be required re-quired and the people will doubtless bo nskcd for further votes of bonds before till water supply will bo In a satisfactory condition Probably the Council Is wise In calling at present for but tho amount needed to case up the bad condition of tho distributing system and remove tho Par joys canyon nuisance That will be a good work for ono year nnd then the further working out of tho citys water problem can be dealt with as needs press That was the situation then and it ia I the situation now What can be done I this season will be done and then will come the other steps In the comprehensive comprehen-sive plan for general relief Until it is all complete the people will not be Jus titled in demanding more than each step promises but they will be Justified in demanding that at the earliest practicable prac-ticable time tme |
